Worcester solar designer staffing that only drafts the next building permit will miss the job that actually preserves the queue. A screen letter from National Grid is a second design task, on a different clock from the city. Docket D.P.U. 25-48, adopted September 15, 2026, requires the utility to write the specific screen or screens the application failed, including the system threshold or limitation that caused the failure. The customer may revise the design to remedy that failure and resubmit without losing queue position. A desk that answers with a new sale, instead of a revised export, spends the queue position.
Worcester building permits do not run on National Grid's clock. There is already a Worcester solar permit post, and this one does not repeat a city checklist. It also does not name a fee or a portal. The staffing question is who redraws the project when the letter arrives, and which number that person is allowed to change.
Two clocks, and a desk that only hears one
The city can comment on a permit while National Grid is still reviewing, or the reverse. A permit comment does not pause a screen letter. A screen letter does not pause the building department. If the only person scheduled this week is drawing brand-new permits, the letter waits, and the resubmittal that would have kept the queue position does not go out.
August 2026 National Grid interconnection data was posted on September 22, 2026. You do not have the counts or the megawatts, so do not staff from a rumor about how long the queue is. Staff the redesign because the order created a drawing task with the application number still attached. National Grid interconnection is the utility half of the Worcester job. The building set is the other half. One seat has to be able to see both, or the handoff has to be good enough that a second seat does not guess.
What Worcester solar designer staffing has to cover
The seat is not a production line for first-pass permits. On a bounced screen it has to read the letter, change the export or the equipment the letter is actually about, resubmit on the same application, and keep the Worcester sheets from drifting. Athol Energy provides design staffing for that seat. The same office also supports installers through solar designer staffing when the in-house desk is already full of new permits. The deliverable is the drawings and the resubmittal.
The revised rules also clarify energy storage, export-limited systems, and the power control system as an acceptable export-control method. A Worcester seat that has never labeled export capacity, nameplate, limited export, or a power control system will "fix" a letter by deleting a number. That is how nameplate and export collapse into one figure and the next review starts over. The person who sits down needs those labels already in their vocabulary on the morning the letter arrives.
The packet on the chair the first morning
A staffing handoff fails when the new seat gets a folder name and a "can you take a look." Give them five items before they open the drafting file.
- Screen letter. The page that names the screen and the threshold or limitation. If the letter has not arrived, the task is not a redesign yet.
- Current one-line. The sheet that matches the application, with export and nameplate both readable.
- Application PDF. The file National Grid has, including the application number. Not the sales PDF.
- Worcester building set. The sheets currently in for permit, so the seat can see which of them state the value that is about to change.
- A note of which value is allowed to change. Export, equipment, or both. Everything else is marked fixed unless the letter says otherwise.
Without that note, a helpful designer updates the address block, swaps the point of interconnection, and files what looks like a new project. The order allows a revised design that remedies the failure. It does not invite a clean-sheet redraw of the whole job. Permit design stays intact except where the changed value is actually printed.
Which number is allowed to move
The letter decides. If it names a threshold the export exceeded, export capacity is the value that moves. Nameplate stays if the inverters stay. If the remedy is a different inverter count or a power control system that was not on the one-line, equipment moves too, and every sheet that counts that equipment moves with it. Application number, site address, and point of interconnection stay unless the limitation in the letter is the location.
The seat should produce four things and then stop. A revised one-line. The Worcester sheets that state the changed value, revised, and the sheets that do not state it, left alone. A resubmittal on the same application. A short map of the old value and the new value, so the next reviewer does not have to diff two PDFs by eye. Do not add a response time or any other operating second. The letter did not give you that number.
There is a higher eligibility threshold for the Simplified process under the revised rules. The Worcester seat should not type a kilowatt cutoff from memory into the note. If the question is whether the project still belongs on the Simplified path, that question goes to the current rule and to National Grid's letter, not to a sticky note from an older job.
Statement of Qualification work in the same year
SMART 3.0 Program Year 2026 applications run from January 1, 2026 through December 31, 2026. The same designer who redraws a National Grid export may also be touching Statement of Qualification exhibits in that window. This post does not state an incentive rate. The drawing risk is narrower. An exhibit that still shows the pre-letter kilowatts will disagree with the resubmittal and with the Worcester set.
Put the Statement of Qualification file in the same handoff when the job has one. The Statement of Qualification exhibit has to show the export and the equipment you just froze for National Grid, or it has to be marked as not yet updated. Do not let a staffing seat "finish the incentive packet" from the sales one-line while a different seat cuts export for the screen. One number, three places: the application, the Worcester sheets that state it, and the exhibit.
Day one is the packet, not a tour of the city process. The screen letter, the current one-line, the application PDF, the building set, and the note of which value may change are enough to start the redraw. A Worcester desk that keeps drafting only new permits will still miss the letters. Staff the seat that answers them.
