A SMART 3.0 Statement of Qualification is a DOER paper trail. It is not a roof plan, and it will not forgive a roof plan that lists different modules than CLEAResult. If you need a smart 3.0 statement of qualification that survives SPA review, the permit set, the EDC application, and the SPA file have to name the same inverter SKU, AC kW, and storage. Freeze the equipment list. Then draw. Then apply. Then build what you drew.
This article is about matching documents, not about whether the July 8, 2026 company-specific tariff order exists. We already covered that order on our Final SQ tariff post. Here the question is what has to appear on PV-1 so the SOQ application is not fiction. Athol Energy drafts the Massachusetts permit set (site, roof, attachments with dimensions, SLD with conductor and conduit notes, cut sheets, placards) as the spine those SPA fields copy. 20,000+ residential projects and 200 MW+ designed with 30+ installer partners still means one SKU list, not three.
SMART 3.0 Statement of Qualification files that must match PV-1
225 CMR 28.00 says the Statement of Qualification Application goes to the Solar Program Administrator on DOER’s current forms, with the documentation those forms require. Preliminary SQ comes first if the project meets eligibility. Final SQ is claimed after authorization to interconnect, inside the reservation period. The Final SQ starts the tariff term and incentive payments. Mass.gov’s SMART 3.0 program details page is the live summary, including the May 19, 2026 model-tariff approval in D.P.U. 25-175 and the July 8, 2026 company-specific tariff approvals that let Final SQs move.
Copy these fields from the drawings, not from a sales proposal that aged in someone’s inbox:
- Module manufacturer and model, count, and DC kW.
- Inverter manufacturer and model, count, and AC kW.
- Racking if the form asks.
- Storage: yes/no, kW, kWh, operating mode.
- Address that matches the AHJ set and the EDC account.
- EDC name: Eversource, National Grid, or Unitil. SMART is not an MLP rebate.
- Production meter location, which must appear on the SLD.
If PV-1 says 22 modules and the SPA form says 24 because sales left a leftover layout in the PDF, you do not have a SMART problem yet. You have a drawing-control problem. Fix the set through permit design before you upload to CLEAResult.
Production metering is a drawing requirement
A Simplified interconnection sketch that omits the production meter can still look “complete” to an EDC reviewer who only cares about the point of common coupling. SMART still wants production. Show the socket on the one-line. If the crew landed it on the opposite wall, as-built before the final claim. Athol’s as-built drawings belong in both the EDC closeout and the incentive claim. A “harmless” module swap in the field is how September claims stall.
Storage has to be on both applications. A battery added after the Final SQ path starts is a new review, not a faster check. If the AHJ set is PV-only and the SMART form grew a battery, stop. Revise the town set. Revise the EDC file. Then touch SPA. Three desks, one battery.
Interconnection still has its own tariff
National Grid interconnection currently points at M.D.P.U. 1632 (May 1, 2026). Eversource and Unitil have April 27, 2026 stamp-approved tariffs. A SMART 3.0 Final SQ does not rewrite those exhibits. File interconnection in the EDC portal with the same SKUs. Do not energize until PTO. Then claim Final SQ. Incentive checks are a billing-cycle problem after that, not a design problem. Construction-date rules decide 2.0 vs 3.0. DOER’s SMART 3.0 FAQ (public PDF) has said on-site construction generally must not begin before June 20, 2025 for 3.0 (with a different date for certain low-income property). SMART 2.0 remains open under its own dates. [CONFIRM AS OF 2026-09-19] Do not relabel a 2.0 reservation as 3.0 for convenience. Label the job honestly on the cover so the permit notes and the SPA file agree.
What we refuse to mix on the cover
We will not mix SMART adders into a town fire-path note. We will not mix D.P.U. 26-57’s $225 common system modification fee into a SMART rate. If that fee is on Simplified interconnection this fall, it is an EDC line. We will not file Final SQ on a town sticker. We will not tell a homeowner they are “in SMART” because a preliminary reservation exists. Preliminary is a reservation. Final is the DOER close. PTO is the utility close. The town card is the AHJ close.
Emergency regulations for 225 CMR 28.00 filed June 26, 2026 are a regulation, not a salesperson’s “emergency SMART” pitch. If you think a job is in a carveout, read the regulation. [CONFIRM AS OF 2026-09-19] Do not put a carveout claim on the permit set as if it were a code edition.
How we freeze SKUs across three desks
One spreadsheet, one date, three destinations. Columns: module, inverter, optimizer or shutdown, racking, ESS, production meter, AC kW, DC kW, address, EDC, AHJ, SMART path (2.0 / 3.0 / none). The roof plan bill of materials, the EDC portal, and the SPA form all copy that row. If sales wants a wattage bump, they change the row, then we change drawings, then we change portals. Reverse order is how a smart 3.0 statement of qualification application lists 400 W modules while PV-1 still shows 380 W. SPA will notice. The town may not, until as-builts. Then Final SQ waits.
Reservation-period math is a calendar, not a feeling. If Final SQ must be claimed inside the reservation window after PTO, put that date next to the install week. A crew that energizes late can miss a Final SQ window even if the town card is clean. Read DOER’s current Statement of Qualification Reservation Period Guideline. [CONFIRM AS OF 2026-09-19] Do not promise a customer that “SMART starts when we turn it on.” Payments follow Final SQ and tariff rules, not the handle on the disconnect.
Consumer-protection and disclosure forms the SPA wants are not AHJ sheets. Keep them in the incentive folder so a building inspector does not have to page through a customer contract. Site-control evidence for larger STGUs is also not a roof plan. Do not staple a lease to PV-2 unless the form requires it in that PDF. Small residential still needs the current SPA checklist, including whatever customer disclosure and utility bill the form lists. Use this year’s forms. A 2024 SMART 2.0 leftover is a deficiency.
If the installed array changed, as-built first, then EDC, then SPA. Do not file Final SQ against a PTO letter that names 7.6 kW while the roof now has 8.2 kW. Reconcile. The July 8, 2026 tariff approval made Final SQs possible. It did not make mismatched SKUs eligible. Emergency-regulation carveouts stay in the regulation. They do not belong as a cloud on the fire path.
Athol will label the cover SMART 2.0, SMART 3.0, or incentive-none so the permit notes do not cite the wrong program. That label is for us and for you. It is not a substitute for the SPA application. It is how the drawings and the incentive file stay married.
Installer questions on SOQ vs drawings
The SPA portal wants a site plan. Can I send the sales layout?
Send the permit site plan, or a sales layout that already matches the permit SKUs. A prettier shading picture with 24 modules will fight a 22-module roof plan.
Do we need the interconnection service agreement for small residential?
Form requirements differ by size. 225 CMR 28.06 points larger STGUs at an executed ISA, site control, and permits. Small residential packages have their own SPA checklist. Use the current form, not a 1 MW habit. [CONFIRM AS OF 2026-09-19]
What if the EDC PTO letter has a different kW than PV-1?
Stop the Final SQ. Reconcile drawings, portal, and letter. Then claim. A mismatched kW is how you earn a clawback conversation later.
