Solar designer staffing is how you survive a permit spike without handing Worcester comments to a new hire who has never opened a National Grid MA form. Volume is not a vibe. It is a queue of AHJs, utilities, and PE flags. If you add people without those flags, you add redraws. If you add people with a checklist, trucks still have a week.

Utility-scale protection sets are not a residential surge seat. C&I three-lines need a different onboarding than 8 kW roofs. Say which queue is spiking. “Everything” is how you put a house designer on a collector substation and then blame staffing.

QA remains missing dimensions, conflicting callouts, and incomplete cut sheets. If the seated designer skips QA because “volume,” you bought resubmittals. Build QA time into the lane. A 40-hour drafting week with zero QA is not 40 hours of permits. It is 40 hours of future comments.
Metrics that matter, and metrics that lie
Jobs issued is a vanity number if first-pass approvals are falling. Measure first-pass and second-pass, by AHJ. Measure comment types: identity, attachments, electrical, labels. If identity comments rise after you staffed, the equipment list process broke, not the people. If attachment comments rise, the survey quality broke. If every comment is “new designer missed our title block,” that is onboarding, and it is cheap to fix.
Turnaround promises should include PE method and AHJ name. A digital residential set in a town that never asks for a stamp is not the same clock as a wet-sealed C&I set in a third-party UCC shop. Staffing proposals that quote one number for both clocks are lying to you. Ask for the split.
Offshore seats work when the checklist is written. They fail when the only training is “look at last week’s PDF” and last week’s PDF was a different state. Put the state in the filename. Put the utility in the kickoff. We already do that on the package desk. The staffed desk should too.
When the spike ends, shrink the lane on purpose. Keeping surge seats on a winter trickle is how they start inventing process. Use periodic staffing as periodic. Convert to permanent only if the new Pennsylvania office is real. Do not convert because you are afraid to lose a person who finally learned Worcester. Document Worcester instead, then more people can learn it.

Pair comment responses with the original designer when you can. A new seat answering Worcester comments on a set they did not draw will miss why a dimension was omitted. If the original designer is at capacity, give the new seat the comment letter and a 15-minute walkthrough, not a Slack “please handle.”
Do not staff interconnection portal work to a designer who cannot see the issued SLD. Portal identity fails are a staffing problem as much as a form problem. Give coordinators read access to the issued folder. Give designers a flag when the portal is dirty.
PE calendar is a separate resource. Doubling designers without doubling PE availability just builds a pile of stampable PDFs that cannot stamp. If the spike is PE-driven (fire comments, lender letters), buy PE coordination, not only CAD hours. NCEES records do not create a Friday wet seal in five states.
Write down the towns you hit 20 times. That list is the onboarding curriculum.
