Rhode Island Renewable Energy Growth jobs fail interconnection review when the one-line still shows a net-metering service. REG (Re-Growth, sometimes still called REF in older crew slang) is a tariff with production metering and enrollment forms. Net metering is a different billing meter and Schedule B. If you trace last month’s Simplified net-metering sample and change the header to “REG,” CEI will send you back to the meter sequence before they ever talk about your rails.
Pick the program at intake. Draw that program. File those exhibits. Athol Energy’s interconnection packet and permit design one-line are the same electrical story, including the meter the tariff actually uses.
Rhode Island Renewable Energy Growth metering the one-line must show
ESB 756, Rhode Island Energy’s supplement to electrical installation specifications, includes a section on company revenue metering requirements for the RI Re-Growth program and an illustration of a typical RI Re-Growth metered service. That figure is the sequence you should be able to point to on your one-line: where the production meter sits relative to the inverter output, the isolation device, and the service. If your sheet still shows only a bi-directional billing meter at the house service and no production meter, you drew net metering.
The documents page lists “Minimum Technical Guidance for the Renewable Energy Growth (REG) Program (PDF) , Updated June, 2024.” Read it before you copy a sample. We do not paste unpublished setpoints into this post. If the guidance specifies socket type, labeling, or communications, those notes belong on the one-line and the site diagram. Label the PCC and the production-meter location so a meter tech does not have to call the project manager. Show working clearance. Show the isolation device CEI can lock. Show whether the REG meter is on the inverter AC output before the service, and show existing house load relative to that meter so nobody wires house load through a production-only socket.
Inverter listing, kW AC, and module count still have to match Exhibit A. REG does not relax Simplified versus Expedited. A 40 kW REG roof is still Expedited. Paying a REG enrollment fee does not convert Exhibit C into Exhibit A.
Forms that are not interchangeable
Rhode Island Energy’s Simplified process article lists Exhibit A separately for net metering and for RI Re-Growth. Use the Re-Growth Exhibit A for REG. The legal information document still applies. Cut sheets still apply. Site diagram still applies.
Net metering’s Schedule B (RIPUC 2279 effective May 12, 2026 on the documents list) is not a REG enrollment form. REG packets commonly need payment, REC, ACH, W-9, ownership, and program disclosure documents in addition to the IA. The Simplified process article flags extra Re-Growth completion and enrollment items. Pull the current list from the Re-Growth webpage the documents page points to. Missing a W-9 is not a drawing comment, but it will still idle the tariff even if CEI likes your one-line.
Expedited REG uses Exhibit C, PE-stamped diagrams, the fee, and the same legal document. Completeness still means initial documents received and approved, not that National Grid’s successor has enrolled the tariff. Rhode Island Energy is the company name on the portal. Use it.
What stays the same on the AHJ set
The municipal packet is still the statewide solar permit, PE structural letter, layout with dimensions, and electrical one-line. Cranston, Providence, and Warwick do not issue REG. They issue building and electrical approval. If the REG production meter needs a new socket on the exterior wall, that socket is on the building elevations and the site plan the inspector will see. Hiding it only on the utility one-line is how you pass CEI completeness and fail the building inspection for an unpermitted meter trough.
Placards: rapid shutdown and directory cards still follow the NEC as adopted. Add a production-meter label if ESB 756 or the REG guidance specifies language. Do not invent a novel warning sticker that contradicts the utility standard.
Storage plus REG is a control-logic problem as well as a metering problem. ESB 756 asks how ESS is connected (DC coupled, AC coupled, load side) and wants a sequence of operation on the one-line. If the battery can charge from the grid, REG production metering and export rules get messy. Put the intended mode in the application narrative and on the drawing. Do not leave CEI to assume “solar only” when the sales proposal sold backup.
Closeout: REG completion is not a net-meter swap
Completion still needs a Certificate of Completion from the municipal electrical inspection (Exhibit A2 Simplified or B2 Expedited/Standard as listed). Rhode Island Energy also lists an RI-RE-Growth process checklist on the completion page. Use that checklist, not the net-metering simplified checklist, if you are on REG. Commissioning memo requirements for Simplified/Expedited under 250 kW were listed as a January 2026 document on the documents page. If your job needs that memo, write it against the approved one-line, not against a field change nobody uploaded.
Authorization to Interconnect still comes from CEI, not from a REG payment confirmation. Athol’s Rhode Island Energy PTO post is the authorization letter. Tariff enrollment can lag or lead depending on how complete the REG forms are. Do not tell a customer they are “on REG” because the portal has an application number.
If a customer wants to switch from REG to net metering after completeness, treat it as a metering redesign. The socket, the one-line, Schedule B, and Exhibit A version all change. If they want the reverse, the production meter appears. Either switch is a CEI conversation plus a drawing revision. It is not a billing-only email.
Older crew slang “REF” still shows up in emails. On drawings, use the program name Rhode Island Energy uses on the live tariff page, usually Renewable Energy Growth or Re-Growth. Mixed labels on a title block (“REF/NM hybrid”) are how a reviewer asks you to pick one.
REG construction details crews skip on the drawings
The production meter needs a socket, a working space, and a path for Rhode Island Energy to read or swap it. If you tucked the socket between a heat pump and a fence, the REG file will come back even if Exhibit A is pretty. Show the socket on the site diagram at a scale a meter tech can use. Show the isolation device in the same view. ESB 756’s Re-Growth metering illustration is the sequence check. If your sheet cannot be compared to that figure, redraw it.
Labeling: LINE facing the utility is not a C&I-only note. Production meters wired backwards are a closeout disaster. Put the LINE/LOAD note on the one-line and on a detail at the socket. If Minimum Technical Guidance (June 2024 PDF, confirm no newer file) specifies a label set, copy that language, do not invent a sticker.
House load must not ride through a production-only meter. The one-line should show where house load remains relative to the REG meter. A copied net-metering sample that only shows a bi-directional billing meter will get REG customers billed like net metering and CEI mad like REG. Pick one.
Enrollment forms: W-9, ACH, ownership, REC, disclosure. Assign them to sales or project admin, not to the drafter. The drafter still needs to know the program so the one-line is right. If enrollment is incomplete, Authorization to Interconnect can still be the hold even when the municipal sticker is done. Tell the customer which desk is red.
Storage plus REG: write the charge source. Grid-charged batteries on a REG tariff are a control and metering problem. If the sales proposal sold backup that charges from the grid at night, the one-line and the narrative have to say so. ESB 756 wants sequence of operation. A box that says “ESS” with no mode is incomplete for CEI and dangerous for the electrician.
If you are converting a net-metering design to REG after a late program change, budget a socket add, a one-line revision, a site diagram revision, a new Exhibit A version, and a conversation with CEI. It is not a header swap. If you are converting the other way, Schedule B appears and the production meter may come out. Either conversion after completeness is a new design, not a billing email.
AHJ inspectors will fail an unpermitted meter trough even if CEI loves it. Show the REG socket on the building elevation if it is new on an exterior wall. Historic parcels make that socket an HDC issue. Sequence HDC before you promise REG on a street-facing wall.
