Rhode Island Interconnection and PTO | Athol Energy

A Rhode Island interconnection application is filed with Rhode Island Energy, not with the city building official. The tariff is the Standards for Connecting Distributed Generation. The people who email you are usually Customer Energy Integration (CEI). Permission to operate, in their language, is Authorization to Interconnect. Installers still search PTO, PPO, and permit to operate. Same closeout: written OK to export, after a complete application, construction, inspection, completion documents, and any meter swap.

This post is the Rhode Island Energy path as their own articles and tariff describe it. Confirm live portal text before you quote days or fees.

Simplified vs Expedited / Standard

Simplified: listed inverter-based facilities able to export 25 kW or less, secondary service from a transformer configuration that matches the facility phase, radial EDS, passing Figure 1 screens. The tariff now sends jobs that would have been Simplified on a spot or area network into Expedited.

If you are over 25 kW, non-inverter, or you fail screens, you are not on Simplified. You will see studies and an Interconnection Service Agreement (ISA). Pretending a 40 kW roof is Simplified to dodge a fee is how the interconnection application comes back as the wrong process.

How to file

Rhode Island Energy’s interconnection process article is stepwise: confirm service exists or open a work request if you need a new or upgraded service; read Simplified terms in Exhibit A; submit IA materials and design diagrams in the portal. CEI then talks to the contacts on the form and the legal information document, and issues an application number.

Complete application (their phrase) means the initial documents are received and approved. It does not mean the project is complete. That distinction matters when a salesperson tells a homeowner “we’re approved.”

What CEI sends back

Expect questions about:

  • Account and legal names
  • One-line vs site plan disagreements
  • Disconnect location
  • Inverter listing
  • Whether net metering was requested

Answer the question that was asked. A new ZIP of the original Rhode Island interconnection application does not count as a response.

Conditional approval on Simplified, or an ISA on Expedited/Standard, is permission to build to that design. Field changes need a revision before you ask for Authorization to Interconnect.

After the roof: completion, meter, PTO

Rhode Island Energy’s project completion article applies once you already have a countersigned IA (Simplified) or conditional approval (Expedited/Standard). After install, the interconnecting customer (or installer) submits completion documentation before energizing except for testing. If you applied for net metering, wait for the bi-directional net meter. Their words: operating behind a traditional detented meter may result in billing issues.

The simplified completion checklist (Exhibit A2 Certificate of Completion, photos, cut sheets, meter information) is the punch list. Their checklist notes that after documentation is accepted, a new net or bi-directional meter could take up to three weeks. Treat that as their published warning, then ask CEI on the specific application. Do not invent a shorter number for the customer.

Authorization to Interconnect is official permission to activate. Rhode Island Energy says interconnecting customers are not permitted to operate generation before that notice and can be held liable for damages from unauthorized operation. That is PTO. That is the permit to operate. PPO, if your team uses it, is this letter, not the building inspector’s sticker.

Town permit is still required

Providence, Warwick, and the rest of the state’s AHJs still want a building/electrical permit. See our Rhode Island solar permitting guide. Those documents do not replace the interconnection application. Run them in parallel so you are not waiting on a town while CEI could have been screening, or the reverse.

Moving a Rhode Island job forward

When CEI asks for revisions, the job is not dead. It is waiting on you. Common delays: inverter SKU swap after Exhibit A, missing Certificate of Completion, photos that do not show the disconnect, as-builts never filed after a layout change.

Athol Energy builds Rhode Island interconnection packets with the same one-line as permit design, plus PE stamps when the set needs a Rhode Island PE. Statewide design: Rhode Island solar design services. City page: Providence.

Documents crews forget on Rhode Island Energy jobs

The interconnection application itself is only half the stall. Completion is the other half. Rhode Island Energy’s simplified completion checklist asks for a Certificate of Completion (Exhibit A2), equipment locations, inverter cut sheets, and meter information after the system is built. Photos of the disconnect and the meter save a round trip when CEI cannot tell whether the isolation device is where the one-line claimed.

Net metering customers also wait on the bi-directional meter. That is still part of moving the job forward, not a separate mystery department. If you energize into the old detented meter, billing problems are on you. Their completion article says so.

For Expedited and Standard jobs, keep the ISA handy in the truck folder. Witness test language, if it is in the agreement, is not optional color. Ask CEI what “testing” they will tolerate before Authorization to Interconnect. Testing is not production.

If a layout changed after conditional approval, file the revision before you upload Exhibit A2. An as-built that contradicts the approved interconnection application is a new incompleteness event at the worst possible time.

Residential vs commercial interconnection applications in Rhode Island follow the same tariff figures. The difference is usually nameplate and whether you are still on Simplified. A 20 kW listed inverter on radial can be Simplified. A 60 kW roof is not. Do not make CEI tell you that twice.
