Rhode Island Energy solar interconnection reviewers bounce a packet when the one-line in the portal is not the one-line the city already stamped. The building permit set and the interconnection packet are two audiences, not two designs.
Installers treat the Rhode Island statewide solar permit as “the drawings” and then scrape screenshots into the Rhode Island Energy portal the night before a truck day. CEI does not grade your DIS upload. They grade Exhibit A or Exhibit C, the legal information document, Schedule B when you asked for net metering, the site diagram, the one-line, and the cut sheets. If those files tell a different story than the AHJ set, you own two resubmittals instead of one.
Athol Energy builds both packets from the same survey, equipment list, and service snapshot. The permit design set carries dimensions, attachment callouts, and placard notes the inspector can build from. The interconnection packet carries the tariff language, account identity, and PCC notes CEI can screen. Neither file is a cover sheet for the other.
Rhode Island Energy solar interconnection fields that must match the permit set
Start with identity. The interconnecting customer on Exhibit A has to be the customer of record on the bill you attach. The property address has to match the municipal application, including unit numbers on two-family houses. Plat and lot on the statewide solar permit should not fight the assessor string in the portal. We have watched CEI ask for a “corrected legal name” on a job where the town already issued a permit under the spouse’s name. That is not a drawing problem. It is an intake problem that still idles the array.
Nameplate has to be one number. DC module count times module wattage on the roof plan, AC inverter rating on the single-line, and the kW you typed into Exhibit A have to agree. Simplified process is listed inverter-based facilities able to export 25 kW or less on radial EDS that pass the tariff screens in RIPUC 2258 (effective September 1, 2022). A 28 kW AC roof filed as Simplified comes back as the wrong process. Pretending it is 24.9 because “the house only uses 20” does not change the inverter nameplate CEI reads off the cut sheet.
Interconnection location is a checkbox on the statewide solar permit: utility side or customer side of the existing meter. The single-line has to show the same choice. Line-side taps, supply-side connections, and load-side breaker interconnections are not interchangeable notes. If the electrical plan shows a backfed breaker in the existing 200 A panel and Exhibit A says supply-side, CEI will not guess which one you meant. The building official will not either, once the inspector opens the panel and sees the other method.
Equipment SKUs belong in three places at once: the cut-sheet packet, the one-line callouts, and the portal fields. Module make and model, inverter make and model, and storage if it exists. A last-minute inverter swap after the town stamped the set is a revision on both desks. Upload the new cut sheet to CEI and cloud the one-line. Do not leave the original Enphase SKU on the permit set and the new SolarEdge SKU in the portal because purchasing got a better price.
Disconnect and meter notes are where residential packets usually break. The site diagram for Rhode Island Energy needs the isolation device, the revenue meter, and enough geometry that a meter tech can find the equipment without walking the whole lot. The AHJ roof plan still needs fire access, attachment dimensions, and array setbacks. Those are different notes. They can live on one coordinated drawing package if the layers are labeled. They cannot live as a marketing layout with a north arrow added the morning of filing.
What the municipal set is actually for
Rhode Island’s Office of Energy Resources put a statewide solar permit in force for every municipality on January 1, 2018. The form covers building and electrical content. The backup documents are not optional color: stamped structural letter from a Rhode Island PE, layout drawing, one-line, specification sheets, site plan for ground mounts, and a 128 project certification form at 15 kW AC or larger. One- and two-family jobs also need the PE to certify the existing structure can take code loads, including uplift, or to give engineered criteria to modify it.
Providence DIS still wants engineer-stamped building plans, a roof-loading letter, and engineer-stamped electrical plans through its portal. Other cities run the same statewide form through e-permitting or a counter. None of that substitutes for RIPUC 2258. A wet stamp that makes a building official happy does not populate Exhibit A.
Use the statewide form as the spine of the AHJ set, then add the city extras. Historic-district checkboxes, fire-marshal review on commercial and four-family work, and local zoning notes belong on the site or roof plan the town will see. Keep those callouts off the interconnection one-line unless they change the PCC or the isolation device. CEI does not need your HDC narrative. They need a readable IEEE-style one-line.
What CEI actually screens
Rhode Island Energy’s Simplified process article is a sequence, not a vibe. Confirm service exists, or open a work request if you need a new or upgraded service, before you prepare the interconnection application. Read the Simplified terms in Exhibit A. Submit the IA materials and proposed design diagrams in the portal. CEI then talks to the contacts on the IA form and the legal information document and issues an application number.
“Complete application” in their language means the initial documents were received and approved. It does not mean the project is done. Salespeople who tell homeowners “we’re approved” after CEI issues a number are describing completeness, not Authorization to Interconnect. Conditional approval on Simplified, or an Interconnection Service Agreement on Expedited and Standard, is permission to build that design.
Expedited work uses Exhibit C, a PE-stamped diagram, and an application fee Rhode Island Energy publishes as $3/kW with a $300 minimum and $2,500 maximum. Confirm the live portal text before you quote that fee to a customer. [CONFIRM AS OF 2026-09-19] If you filed Simplified and CEI moves you to Expedited, stop arguing about the original Exhibit A. Rebuild the packet for the track you are actually on.
Net metering jobs also need Schedule B. Rhode Island Energy lists Schedule B, the Net Metering Service Information Form, under RIPUC 2279 effective May 12, 2026. Parts B and C still live as a spreadsheet with an example template. Fill the spreadsheet from the same kW and equipment as the one-line. Do not hand CEI a Schedule B that still shows last month’s module count.
How we keep the two packets from drifting
Kickoff is one intake: site survey or photos, equipment list, AHJ name, utility account, program track (net metering or Renewable Energy Growth), and whether storage is in the contract. Incomplete intakes get a checklist. We do not draft a pretty roof plan and then reverse-engineer Exhibit A from memory.
The single-line is the contract between desks. Conductor and conduit notes, inverter listing, rapid-shutdown devices, and the PCC belong on that sheet. The municipal electrical plan can carry more construction detail (junction boxes, wire management, attachment of the AC disconnect to the siding). The interconnection one-line can be cleaner, but it cannot contradict the construction sheet. If the construction sheet shows a 60 A backfed breaker and the portal one-line shows 40 A, someone will fail a comment cycle.
QA here is aimed at the mismatches that actually bounce: missing dimensions on the AHJ attachment layout, conflicting callouts between sheets, incomplete cut sheets, and portal fields that do not match the title block. That is the same QA we run on Rhode Island solar design volume, not a separate “utility” artist.
When the town comments, map each comment to a drawing change and, if the change hits nameplate, PCC, or equipment, push the same revision to CEI. A resubmittal that only answers DIS while the portal still holds revision 0 is how you pass the building inspection and still sit dark waiting on Authorization to Interconnect.
Closeout is still two clocks
The building official signs the inspection. Rhode Island Energy still wants completion documents before they will issue Authorization to Interconnect. Simplified closeout generally includes Exhibit A2, the Certificate of Completion filled during the municipal electrical inspection, plus the completion checklist items CEI lists for that track. Photos of the disconnect and the meter save a round of “cannot verify isolation device.”
If you requested net metering, wait for the bi-directional meter. Rhode Island Energy’s own completion language warns that operating behind a traditional detented meter can create billing issues. Their published checklists have also warned that a new net meter can take up to three weeks after documentation is accepted. Treat that as their warning, then ask CEI on the specific application. Do not invent a shorter number for the homeowner.
Field changes after inspection need as-built drawings that match both the city record set and the portal. An as-built that only lives in the project manager’s text thread is not a closeout document.
Authorization to Interconnect is PTO. The building permit is not. If your ops board still labels the city sticker as “PTO,” relabel it. The utility letter is the one that lets the system run. For the CEI sequence after completeness, including meters and Exhibit A2, use the existing Athol post on the Rhode Island Energy interconnection application and permit to operate. This page is the mismatch problem: two packets, one design. If CEI already has a complete Rhode Island Energy solar interconnection file and the town is the holdup, send the AHJ comments, not another ZIP of revision 0.
