Massachusetts IIRG Meeting: What Designers Can Use on September 23

Most installers were not in the room. The Massachusetts IIRG meeting ran from 10 a.m. to 12 p.m. on September 23, 2026. In-person attendance was by invitation for representative members. DPU listed a virtual Google Meet option and a call-in for that window, US +1 505-663-6856, PIN 814 679 688#. An agenda was added on September 21, 2026. You do not have the agenda text here, and you do not have the minutes. This post does not report a decision, a vote, or a quote from the meeting.

It is after noon. The dial-in was for a meeting that has already ended. The document a designer can still use on September 23 is the September 15 order in D.P.U. 25-48, not a slide that has not been circulated. If you attended and you think you heard a new rule, keep it off the one-line until it exists in writing. The writing you have is the order from eight days ago.

What you can cite this afternoon

D.P.U. 25-48 was adopted September 15, 2026. The utility must provide, in writing, the specific screen or screens the application failed, including information and detail about the specific system threshold or limitation that caused the failure. The customer may revise the project design to remedy the failure and resubmit without losing queue position. Those two sentences are enough to change how a letter is answered. You do not need today's meeting to start following them.

The order also clarifies energy storage and export-limited systems. A power control system is an acceptable export-control method. The definitions that belong on the one-line, when the project uses them, are import capacity, export capacity, inadvertent export, limited export, and power control system. Do not add response-time seconds. Nothing in the order text you are working from here gives you a number of seconds to print on the sheet.

D.P.U. 19-55 was the earlier storage investigation. The Interconnection Implementation Review Group carried the screen work into 25-48. That history explains why the meeting exists. It does not add a drawing note. The September 15 order is the page you mark up from. Massachusetts simplified interconnection practice changed with that order, including a higher eligibility threshold for the Simplified process. Do not write a kilowatt cutoff. You were not given one.

What the Massachusetts IIRG meeting does not replace

A meeting can discuss a tariff. It does not stamp your one-line. Installers who were not invited into the room, and designers who joined the virtual option and still have no minutes, are in the same practical spot: they can apply the September 15 order, and they cannot apply a sentence they cannot quote. Waiting for a recap before you fix export capacity is how a screen letter sits unanswered while the queue position is the thing you were trying to protect.

If a letter is already in the folder, answer it as a design change. Name the screen the letter names. Set the export, or the power-control schedule, against the threshold the letter prints. Resubmit on the same application. Arguing the screen in a side email, and leaving the one-line alone, does not use the resubmittal right the order describes. If no letter has arrived, still update the sheet so the next application is drawn in the order's language. Do not wait for the group to reconvene before nameplate and export are separate callouts.

One-line edits for this week

The week of the meeting, the one-line needs three checks. They come from the order, not from the agenda you do not have.

  • Export capacity. Print the limit the project will actually operate to. If a screen letter has already named a threshold, export capacity has to respect that threshold. If no letter has arrived, export capacity still has to match the application you intend to file, not the larger sales number.
  • Nameplate. Print the equipment rating separately whenever it differs from export. If they are the same, say so on the sheet so a reviewer does not assume a hidden limit.
  • Power control system note. If a power control system is how export is held down, label it. Limited export should be visible when export capacity is below nameplate. Import capacity stays its own figure if the project imports. Inadvertent export gets labeled only when the application actually uses that term, and it does not get a made-up duration.

Athol Energy prepares interconnection drawings with those callouts for installers who were not in the room and still have to issue a set this week. The drawing is the thing the utility and the building department can both hold. A meeting recollection is not.

While you are on the sheet, look at the site plan and the application form. Export capacity, nameplate, and the power control system note have to match in all three places. The point of interconnection, the address, and the application number stay as they are unless a written letter says the failure is the location. A cleanup that moves the point of interconnection "while we are in the file" is a different project.

Leave the workbook totals alone

August 2026 interconnection data for National Grid, Eversource East, Eversource West, and Unitil was posted on September 22, 2026, the day before the meeting. You do not have row counts or megawatts. Do not open the one-line revision by announcing which utility is "backed up." The posting is a reason to check the status of the application you already filed, not a reason to delay a drawing change until someone ranks the four files.

Use the territory pages you already have when the job is in one of those companies: National Grid, Eversource, and Unitil. The meeting did not merge them into one queue, and the September 22 posting did not either. A letter from one company still gets answered on that company's application.

What not to wait for

Do not wait for minutes before you separate export capacity and nameplate. Do not wait for a slide before you add a power control system note that the order already allows. Do not wait for a Simplified kilowatt figure, because you should not print one you cannot cite. Do not wait for a workbook total before you tell a customer the honest status: the August data is posted, and your one-line either matches the application or it does not.

Wait for writing before you add a rule you think you heard between 10 a.m. and noon. DPU added an agenda on September 21. Treat an agenda item you did not read as rumor. If a later written order or a utility notice changes a screen, it will be a page you can put in the job folder. Until then, the September 15 order is the page.

September 23 is a meeting date. The one-line work for this week is export capacity, nameplate, and the power control system note, matched to the application and to any screen letter already in hand. Designers who were not invited still have that work. Massachusetts solar design can issue the sheet. It cannot issue the minutes.
