A commercial utility solar plan set is not a C&I roof with more acres. Behind-the-meter warehouses still interconnect at a building service. Utility-scale jobs live at a POI, a study, and a protection package the roof PE never saw. If you buy the wrong package, you either drown a building official in substation sheets or you send a ballast map to an ISO-NE cluster that needed a three-line of a different planet.

What a commercial utility solar plan set adds at the POI
C&I BTM: site plan, PV layout, mounting, electrical details, often a three-line, calculations, placards, datasheets. Utility-scale adds civil (roads, piles, fence, stormwater), collection system, inverter skids, GSU or collector substation, protection and control, grounding grids, and a POI package that matches the interconnection agreement. PE stamping splits harder: structural on racks and buildings, electrical on MV and protection, civil/structural on foundations. One “solar PE” is rarely the whole list.
Interconnection: BTM uses the distribution utility path on interconnection. Utility-scale may add ISO-NE or PJM. Start at ISO-NE [VERIFY URL] or PJM [VERIFY URL] only if the job is actually there. [CONFIRM AS OF 2026-09-19] for queue status. Do not paste a cluster-study cover into a Hartford warehouse permit.
AHJ: towns still want fire access, fence, and electrical permits. They do not want your 400-page study. Keep study appendices out of the building PDF unless asked. Keep town site plans out of the RTO upload unless asked. Identity still applies: the inverter model in the study is the inverter on the permit set.
Civil is not optional on fields
Pile layouts, roads, crane pads, and stormwater are the sheets that fail county review while the electrical PE is still sizing a feeder. Sequence civil enough to freeze pile coordinates before you seal racking. Sealing racks on a shifting pile grid is how you as-built a whole field. C&I roofs skip all of that and then people wonder why the utility-scale proposal costs more. It is not “more modules.” It is more disciplines.
Fence, gates, and disconnect reach for fire companies belong on the site plan. Wildlife and wetland notes belong if they are real. Do not invent a wetland. If a flagging survey exists, cite it. If it does not, do not draw a pretend buffer.
Electrical weight: three-line vs protection set
A C&I three-line proves a legal building interconnection. A utility-scale protection set proves coordination at a POI. Relay settings, CT/PT ratios, and grounding are not a residential SLD with thicker lines. If your EPC wants “one line, pretty, for investors,” that is a proposal. The IFC electrical set is uglier and more true.
Medium voltage cable schedules are the homerun schedule’s older sibling. Size, type, burial, and grounding. Miss them and you fail inspection in a trench, which is a more expensive failed sticker than a house EMT.
How we scope so you do not buy the field package for a roof

We will not “start residential and grow it.” Growing it is how titles blocks still say “roof plan” on a 15 MW field.
Commissioning and as-builts: pile as-builts, redlined collection, and relay as-left settings. PTO (or commercial operation) will not accept the IFC set if the field moved. Budget that. Roofs as-built when they fail inspection. Fields as-built because the earth moved.
Where EPCs mix the packages
Community solar on a farm that is wholesale in all but marketing still needs the field package. A 1 MW rooftop that offsets a factory is still C&I. The offtake contract is not the drawing type. The POI is. If you are unsure, send the one-line of the existing service. If the POI is a new substation, you already know.
Storage paired at utility-scale is another electrical PE and another fire review. Do not add ESS as a cloud on a PV-only IFC set two weeks before energization. That is a new package. C&I storage-plus-PV is smaller, still not a cloud on a house SLD.
Procurement packages (IFB, IFC, redlines) multiply at utility-scale. Issue numbers have to match the interconnection agreement revision. A town permit sitting on Rev C while the IA is on Rev E is a commercial operation delay. Assign one document controller even if design is staffed across seats.
Environmental reports are not plan sheets. Cite them. Do not paste 200 pages into the electrical PDF. County planners want the stormwater plan, not the collector cable ampacity, in their folder. Split uploads the way the portal is built, not the way your ZIP file was built.
If a job crosses from C&I to utility-scale mid-development (you started BTM and now want to wholesale), stop and rescope. The PE list, the civil list, and the study list all change. Continuing to issue roof-style revisions is how you arrive at a POI with no protection sheets.
IFC vs permit vs study: three PDFs on purpose
The town permit set should be readable by a county reviewer. The study package should be readable by a utility engineer. The IFC set should be readable by a contractor. They share identity. They do not share every appendix. We see EPCs upload the IFC cable schedule into a planning portal and then wonder why a planner is commenting on 35 kV. Split the uploads.
Vendor packages (inverter, tracker, GSU) get stamped or unstamped per the contract. If the tracker vendor’s PE is licensed in the project state, use them for that scope and keep our PE off their rails. If they are not licensed there, do not put their California seal on a Pennsylvania field. Coordination is the job. Overlapping seals that disagree on a foundation are a lawyer’s exhibit.
Survey control at utility-scale is a civil deliverable. Racking that ignores control will miss piles. C&I roofs use building column lines. Do not mix those languages on a cover sheet. Call piles piles. Call rafters rafters.
Spare conduits, spare breakers, and “future block” arrays belong in a future package if they are not funded. Drawing a future 20 MW as light gray on a 5 MW permit confuses kW in every portal. If the interconnection agreement is 5 MW, the permit electrical ratings should not look like 25 MW of inverters with a note that says “not all installed.” Reviewers read the inverter count. So do inspectors.
Energization sequences (backfeed, commissioning, islanding tests) are procedure. Put them in a commissioning spec, not as a fake one-line note that implies the plant already operates. The AHJ is approving construction. The RTO is approving interconnection. Neither asked you to operate on paper before the test.
If you only need C&I, stop reading at the POI-at-the-building test. If you need utility-scale, budget civil, MV, protection, and a document controller. The 200 MW+ number on our site is how we talk about capacity. Your field still needs its own sheet list. Ask for that list in the proposal so “commercial and utility” is not a blurry SKU that means roof drawings on a substation job.
If your RFP said “commercial/utility design” with no POI, ask the bidder to split price. Roof BTM and field wholesale are not a blended SKU. We would rather lose a fuzzy bid than issue roof notes on a collector bus. The first IFC meeting should still be able to point at the POI on a one-line. If nobody in the room can, you do not have a package yet, you have a module count.
Buy the package that matches the POI. A commercial utility solar plan set earns its name at the study and the substation, not at a round MW number. C&I roofs still get C&I sheets. Fields get civil, MV, and protection. Mixing those PDFs makes every reviewer you have, town and RTO, work on the wrong job.
