A Warwick RI solar PE stamp request that says “just stamp the layout” is how you get a letter the building official cannot use. Warwick runs the statewide solar permit. That form already demands a Rhode Island PE on the structure for residential work. The seal has to speak to this roof, at this address, under the loads the code assigned, not to a typical Cape on a typical Tuesday.
Rhode Island’s statewide solar energy permit application has been mandatory in every municipality since January 1, 2018. 300-RICR-00-00-3 lists a stamped structural letter signed by a licensed Rhode Island professional engineer among the minimum documents. For all residential (one and two family) installations it also requires certification from a Rhode Island PE that the current structure can accommodate code design loads, including uplift, or engineered design criteria to modify the structure. Warwick does not get to waive that because the array is “only 12 panels.”

Warwick RI solar PE stamp scope on 1- and 2-family roofs
Scope the PE for what the statewide form actually asks. The letter is a structural evaluation of the existing roof (or the modified roof) under dead load, live load, snow, wind, and uplift as applicable to the Warwick site. “The racking is engineered” is not an evaluation of the rafters. If the house is a 1950s ranch with unknown lumber and a second-layer roof, say so in the survey. The PE will either call for openings, sistering, or a reduced attachment spacing. Hiding the second layer until inspection is how you fail with a stamped letter in the file.
The attachment layout has to be a drawing, not a thumbnail. Dimension rail direction, attachment spacing, edge distances, and the member you hit. The PE letter should cite those numbers. If the field crew later moves rows to miss a skylight, the letter no longer matches the roof. That is a revision, not a “field adjust.”
Electrical PE is a different ask. The statewide form wants a one-line and cut sheets. Some Warwick residential jobs get an electrical stamp because the electrician or the building official asked for it, or because the interconnection track is Expedited. Do not assume every 8 kW Simplified job needs an electrical PE seal on day one. Do not assume none of them do. If Warwick’s reviewer writes “provide PE stamped electrical,” we stamp the electrical sheets rather than arguing about a neighboring town.
Ground mounts change the PE conversation. You still need the statewide PE letter. You also need a site plan, foundation or ballasted racking design, and zoning notes. Manufacturer pre-engineered ground-screw letters help. They do not replace a Rhode Island PE who looked at frost, soils if required, and the actual product on the drawing.
What Warwick zoning does to the drawings
Accessory solar energy systems in Warwick have been written as building-permit work, not automatic Planning Board land-development review, in the ordinance drafts we have on file. Roof or building-mounted SES must not increase the footprint of the structure. That sentence belongs as a note on the site or roof plan when the array hangs past the eave or sits on a new canopy. If you are adding a carport, you are not on the “did not increase footprint” path.
Residential ground-mounted accessory language we have seen limits the system to powering the residential use (not a commercial-scale export farm in the backyard) and asks for landscaping and screening from public roads and adjoining lots at ground level year-round. If planting is required in the setbacks because natural screening is missing, one draft called for a minimum 6-foot height at installation. Put screening on the site plan if you are on that path. Do not wait for the building official to invent a hedge in a comment letter. Confirm the adopted section and any later amendments before you quote those numbers to a customer. Color and materials notes show up on accessory canopies and equipment that faces a public way. That is a drawing note, not a PE calculation. Keep zoning notes on the site plan so the PE letter can stay structural.
Intake the PE will not stamp around
We need photos of the attic or underside of the roof, rafter size and spacing, existing roof covering layers, and any obvious distress: sag, prior leaks, sistered members, chimney openings, and skylights. A street photo of shingles is not a structural survey. If the homeowner will not let anyone in the attic, say that in writing. The PE can then require openings or decline the letter. Declining is cheaper than a failed inspection.
Snow and wind values have to be the Warwick values the PE uses, not a Boston template. New England roofs punish copied notes. If the PE’s letter cites a ground snow load that does not match the code map for the site, Warwick’s reviewer can throw the letter back even if the seal is real.
Racking cut sheets have to match the rails on the layout. Hidden splices, cantilever limits, and thermal breaks are construction notes the inspector can fail. The PE should see the same product data the field will unbox.
How the stamp sits in the rest of the packet
Warwick still uses the statewide solar permit content: owner, plat-lot, historic-district checkbox, DC and AC kW, interconnection location, mounting type, storage, installer registration, electrician license, layout, one-line, and cut sheets. At 15 kW AC or larger, add the 128 form. The PE letter is one backup document in that stack, not a substitute for the one-line.
Historic-district yes on the statewide form is a stop. If the parcel is historic, HDC or local historic review may sit in front of the building permit. The PE stamp does not answer visibility. Do not send the structural letter to an HDC and call it a Certificate of Appropriateness.
Wet versus digital follows the jurisdiction. If Warwick’s portal mangles a digital seal, we print and wet-stamp, or we use the digital method the building official already accepted on a prior job. The PE’s certificate stays filed with the set. Athol is not NABCEP. NABCEP does not replace a Rhode Island PE seal. If a salesperson promised “our NABCEP designer can stamp it,” stop the job and call us.
Turnaround depends on survey quality and whether the roof needs reinforcement details. Rush lanes exist when an inspection already failed. A failed Warwick inspection that cites attachment spacing is usually a drawing problem, not a personality problem. We map the comment to the sheet, revise the layout, and get the PE to recertify if the spacing changed.
Residential solar packages for Warwick look like other Northeast 1- and 2-family sets: site plan, roof plan, attachment layout with dimensions, electrical single-line with conductor and conduit notes, cut sheets, placard notes, and the PE letter. Rhode Island Energy still wants its own packet. Do not tell CEI that Warwick “already stamped it” as a substitute for Exhibit A. If the job is Expedited, budget an electrical PE on the interconnection one-line in addition to the residential structural letter. Two seals, two audiences, one array.
Townhouse and three-family work can leave the neat 1-2 family checkbox. Confirm use group on the statewide form before the PE writes “single-family residence” on a letter for a building that is not one. Wrong occupancy on a PE letter is a Warwick comment we should never have to answer twice.
Inspection week: what the Warwick PE letter has to survive
The letter is only useful if the inspector can match it to hardware on the roof. Bring the issued layout, the racking cut sheet, and the PE letter in the same folder. If the letter cites 48-inch attachment spacing and the crew used 72-inch spacing to save lags, you failed, seal or no seal. We would rather recertify a tighter spacing before the truck than argue on the driveway.
Uplift is the sentence Warwick reviewers look for because the statewide form named it. If the PE only discussed gravity dead load, expect a comment. New England wind on a gable end with a ridge-mounted array is not a California note. The letter should state the loads used and that they apply to this Warwick address. Copied “typical 30 psf snow” language from another county is how you buy a second PE cycle.
If sistering or a header is required, that detail has to exist as a drawing, not as a sentence in the letter. Field carpenters cannot build from a paragraph. Show the member, the fastener, and the limit on how far the array may sit from the repair. Then the PE letter can point at that detail by sheet number.
Townhouse jobs that were sold as 1-family will fail identity on the statewide form and on the letter. Walk the property. Count front doors. Read the assessor use. If it is a townhouse, say townhouse. The PE certifying “single-family residence” on a three-unit building is a Warwick comment we can avoid at intake.
Keep the interconnection packet honest while you wait on the seal. Simplified Exhibit A can move while the PE finishes the structural letter, as long as the one-line still matches. Expedited jobs that need an electrical PE should not sit idle just because the structural letter is in review. Two disciplines, two calendars, one array.
