A New Haven solar PE stamp request that arrives as “stamp everything, they always want it” wastes a week. New Haven is an electronic-permit city. Connecticut’s Standardized Solar PV Permit Application Supplement does not put a PE on every 8 kW ranch. It puts a structural evaluation in the packet when the municipality requires one. Your job is to know when New Haven will require it, and to give the PE a roof they can actually evaluate.

New Haven solar PE stamp triggers we actually stamp for
Start with the supplement. Attachment 8 (structural evaluation) says if the municipality requires it, submit in a format the municipality accepts. Two formats named: a structural review worksheet if the department specifically authorizes that worksheet, or proof of a structural review by a registered design professional (for example a PE). Ground and pole mounts add manufacturer pre-engineered documents or a PE stamp on racking, plus height, grounding, and zoning setbacks on the site plan.
What makes New Haven ask, in practice: unknown or undersized framing, second-layer roofs, commercial or multi-family occupancy, long-span trusses, tile or slate, supplemental snow drift at penthouses, ballast on low-slope membranes, and any comment that already says “provide engineer.” Pre-war New Haven housing is not a Boston template. If we cannot see rafter size and span, we do not stamp. We get photos or we decline.
What we do not treat as law: installer blogs that say New Haven requires a PE above 10 kW. That number is not on the city’s building-department applications page we reviewed. If a reviewer writes a kW trigger in a comment, we follow the comment. Until then, we scope the PE from the structure and the occupancy. [CONFIRM AS OF 2026-09-19]
Electrical PE: service upgrades, supply-side connections on commercial gear, generator plus PV, and UI Fast Track one-lines over 50 kW AC (NRES webinar language). A residential 10 kW microinverter job with a clean 200 A panel is often structural-only, or worksheet-only if the city allows it. Do not buy two seals because a salesperson likes how they look in a proposal.
Electronic permitting is part of the stamp problem
New Haven’s Office of Building Inspection and Enforcement says paper applications will not be accepted. Use the permit and licensing portal, or the terminals in the office. A wet seal that only exists on a mylar in your truck does not upload. Digital seals must meet Connecticut board rules and must flatten in the PDF viewer. If the portal strips layers, we print-to-PDF or wet-scan per what staff accepted on the last job.
Title blocks need the New Haven address, occupancy, sheet index, and the PE’s Connecticut license. A Massachusetts seal on a New Haven roof is not a New Haven solar PE stamp. Reciprocity stories are how applications bounce.
Building, electrical, and certificate fees follow New Haven’s published schedule. Solar jobs that include a building permit should not surprise you with a separate certificate fee if the electrical rides on that building permit, per the city’s own fee notes. What the PE needs from the installer
Attic or underside photos, rafter or joist size, spacing, span, species if known, existing roof layers, covering type, and any distress. Attachment layout with dimensions, rail product, and cantilever limits. Design criteria the PE will cite: dead, live, snow, wind, and uplift for the New Haven site. Racking cut sheets that match the layout. If the membrane warranty needs a specific attachment, say so before the PE picks lags that void it.
The PE letter should cite the New Haven address, the code family Connecticut has adopted, and the attachment spacing on the drawing. “Typical 4 ft on center” when the layout shows 6 ft is a failed inspection with a seal in the file. If the layout changes after comments, the PE recertifies. Field moves after inspection need as-builts and a conversation with the city before you call it closed.
UI still wants a one-line. Do not send the PE letter to PowerClerk as a substitute for UI’s sample-based schematic. If UI comments that the one-line needs a PE, that is an electrical stamp on the interconnection drawing, which may be a different PE than the roof letter. Two disciplines, one array. How we keep the city set constructable
Permit design for New Haven still includes site plan, roof plan, attachment layout with dimensions, electrical single-line with conductor and conduit notes, cut sheets, and placard notes. The PE sits on the sheets that need a seal, not on a cover that says “engineered” with no details. QA looks for missing dimensions, conflicting callouts, and incomplete cut sheets before the portal sees the file.
Historic or overlay review in New Haven is separate from the PE. A seal does not answer a Historic District Commission. If the parcel needs that path, sequence it. Statewide notes live on Connecticut design.
Comments we answer: portal PDF with a missing seal layer, PE letter that does not mention uplift, attachment spacing that does not match the letter, electrical PE requested and only a structural letter uploaded, Massachusetts stamp, and a worksheet submitted when the comment asked for an engineer. Send the comment text. We will stamp what they asked for.
What a New Haven PE package looks like when we do stamp
The PDF stack for a stamped residential roof: roof plan, attachment layout with dimensions, racking cut sheets, attic photos, a short existing-conditions memo, and the PE letter or sealed sheets New Haven’s portal will display. Flatten the seal. Check it in a clean viewer before upload. A seal that only appears in AutoCAD paper space is not a New Haven solar PE stamp.
Commercial and multi-family: expect structural PE as the default, plus electrical PE if the service changes or UI asked. Ballasted membranes need wind design, not a residential lag letter. Steel decks need a deck and joist story. If the owner cannot produce building drawings, budget field measurements. The PE will not stamp a mystery.
Worksheet versus PE: only use a structural review worksheet if New Haven staff has accepted that format for this occupancy. If you are unsure, ask in a portal message before you spend a PE fee, or budget the PE and stop arguing. A worksheet filed after a comment that said “engineer” is a wasted cycle.
Digital versus wet: try digital first because the city refused paper applications. If the portal strips the seal, wet-scan a signed hard copy to PDF and upload that. Keep the PE’s certificate with the job file. Do not send the PE’s wet original to a jobsite clipboard and lose it.
UI one-lines over 50 kW AC still want their own electrical PE more often than the city does. Do not assume the roof letter covers PowerClerk. Two PDFs, two title blocks, same kW.
After a failed inspection that cites attachment spacing, the PE recertifies the new spacing. A verbal “we used more lags” is not a revision. Cloud the layout, bump the revision, re-flatten the seal, resubmit in the portal. Then book the reinspection.
Intake that gets a fast no-stamp call: simple 1-family, visible rafters of adequate size, single-layer roof, listed racking within span tables, no city comment yet. Intake that gets an immediate PE: slate, tile, long-span truss, second layer, commercial membrane, or a comment already on the screen. Write the call in the proposal so sales stops promising a seal on every ranch and omitting it on every mill building.
If the PE letter cites a snow load and the racking cut sheet cites another, stop. Align the numbers before flatten-and-upload. New Haven’s reviewer can read both PDFs. A conflict is a comment even when both seals look official.
Rush work after a failed final is a recertification, not a new marketing PDF. Send the inspector’s note, the issued PDF, and a photo of the lag that failed. We will cloud the spacing, restamp, and flatten for the portal. Do not send the crew back with extra lags and no revised letter. If the portal still has revision 0, you failed again.
