HOA Solar Plan Set Extras That Do Not Belong There

An hoa solar plan set is a covenant packet, not a building-permit packet. When you bind paint colors, shrub screening, and CC&R quotes into the AHJ drawings, plan checkers comment on shrubs, PEs comment on screens they did not design, and the fire path gets buried under a landscaping hatch. The town did not ask for a brochure. They asked for a constructable set.

The AHJ package is the one on solar permit services: site plan, roof plan, attachment layout with dimensions, SLD, cut sheets, placards. The HOA PDF can show color, sightlines, and a cover letter. Mixing them is how Greenwich-style extras, condominium boards, and Pennsylvania HOAs stall a perfectly fine electrical review.

What an hoa solar plan set is for

Boards want to know what neighbors will see: plane choice, color, height, and sometimes a screening story. They rarely want conductor fill. Give them a roof plan that is readable, an elevation if they asked, and the module color. Do not give them your PE calculation packet. Do not give them the interconnection application. Those documents create questions the board cannot close, which delays their letter, which delays your town submit if you made one a gate for the other.

We work for installers, not homeowners shopping panels. If your customer needs those links, send them separately. Do not staple them into the AHJ set. Sequence: freeze a layout that already has fire paths and structural spans, then dress the HOA PDF. If the board rejects the street-facing plane, you still have a legal roof. If you let the board pick a plane first, you may have to fight fire later. Fire wins. The PE will not stamp a path-less array because a board liked the look.

Extras that poison the AHJ set

Planting schedules, fence colors, “module frames to match trim,” and quotes from the covenant. Planning clerks will ask whether the plantings are required by zoning. If they are not, you just opened a planting-plan review. Screening walls that add wind area or weight belong in PE stamping if they are real. Fake screens drawn to calm a board and then omitted in the field fail inspection and fail the board. Draw only what you will build.

Watermarks that say “HOA PRELIMINARY” on the same PDF you upload to the building portal are how you get “not approved for construction.” Use a cover sheet note: HOA exhibits issued separately. The AHJ sheets should say they are for permit. That is permit design hygiene, not a legal essay.

When the town actually asked for the extra

Some zoning overlays want screening or a street elevation. Then it is AHJ. Greenwich and similar Connecticut zoning extras belong on the site plan if the town named them. See Connecticut solar design services. Historic commissions are AHJ-adjacent. Their packet can share drawings with the building department if both asked for the same elevation. Still keep covenant language off the historic elevation unless the commission asked for it.

Lender aesthetic riders are not town rules. Keep them in the loan folder. If a lender wants a PE letter that the screen is structural, that is a real PE scope, not an HOA sticker.

How we split the files without splitting the layout

One model. Two exports. Same module count, same fire paths, same SLD. The HOA elevation is a view of that model, not a second array. If the board later wins a module delete, both packets revise. Interconnection does not need the shrub plan. PTO does not need the paint chip. Do not wait on a board meeting to file a utility application if the kW is already frozen and the board only cares about color. Color does not change kW. Plane changes do. Know which one you are waiting on.

Condo roofs, rental HOAs, and who signs

Condominium roofs have a unit owner, an association, and sometimes a master insurance PE. The AHJ still wants one applicant. Put the applicant the town named on the permit set. Put the association packet in the HOA PDF. If the association requires their engineer to review attachments, that is a third review, and it needs the same attachment dimensions as our PE, not a lighter “board sketch.” Conflicting engineers get a coordination call, not two stamped contradicting roofs.

Rental communities that want all arrays on rear planes only are a layout constraint at intake, like a fire path. Capture it before sales promises the street plane. Changing planes after PE week is a reseal if spans and edges change. Changing color is a cut sheet if the SKU changed, or nothing if it is the same module in black. Do not reopen the SLD for paint.

Some boards ask for production estimates and payback. That is a proposal, not a permit sheet. Keep sales proposals on their own paper so a building official is not commenting on kWh. If they comment on kWh, you trained them to.

When a board requires a wet-stamped structural letter and the town does not, scope the PE as HOA-driven. Still use a PE licensed in that state. Still keep the letter out of the town PDF unless the town asked to see it. Extra PE paper in the town file becomes extra town comments.

If the HOA process is stuck, do not “just file the town” with a layout you know the board will force you to rip off. You will as-built twice. Get a written layout freeze from the board or a written decision to file at risk from your customer, the installer, not from us inventing a homeowner quote.

How boards accidentally rewrite fire and structure

A board that bans street-facing planes can push the array onto a small rear plane that cannot hold the fire path and the module count sales promised. That is a redesign, not a color tweak. Bring fire paths to the board meeting in the HOA PDF so they are voting on a legal roof. If they vote anyway, the minutes should show they saw the path. You still cannot install an illegal path. You can only go back with a smaller system.

A board that requires a skirt or a screen at the roof edge can add wind area and a snow fence the PE never had. If you will build the skirt, it is in the AHJ set as structure, not only in the HOA elevation as a pretty line. If you will not build it, do not show it to the board. Boards remember pictures.

Painted rails and matching flashings are cosmetic until the product changes. A required black finish that forces a different clamp on standing seam is no longer cosmetic. Check the cut sheet. If the black clamp has a different load rating, the attachment layout and maybe the PE have to move. That is why cosmetics freeze before PE week when you can.

Neighbor view studies and “ball” renderings belong in the HOA PDF. If a town historic commission asked for a rendering, that rendering is AHJ. Same picture, different folder, depending on who asked. Label the PDF filename with HOA or AHJ so the portal user does not upload the wrong one at 4:55 p.m.

Fee letters and deposit checks for the association do not go in the building packet. Permit reviewers will try to interpret them as job value and then your fee calculation fights theirs. Keep money paper with the PM, not with the SLD.

If a board has a preferred engineering firm, introduce them early. Dueling PEs after town submit is how you reseal twice. We can coordinate. We cannot silently ignore their letter. Put both scopes in the proposal so nobody is surprised that two engineers billed the same roof.

Keep covenant cosmetics in a covenant PDF. Keep constructable dimensions in the town set. That split is the whole point of an hoa solar plan set that does not poison the AHJ review, the PE stamp, or the inspection sticker.
