Plan checkers open the spec packet to see whether the drawings are real. Incomplete solar permit cut sheets are why a file comes back “provide manufacturer specifications” even though you attached a 90-page zip of last year’s jobs. Missing pages, obsolete revisions, and a datasheet for an inverter that is not on the SLD are the same comment in different handwriting.
Athol Energy treats cut sheets as part of the AHJ package, not an email afterthought. The standard set on solar permit services includes equipment cut sheets next to the SLD and the attachment layout. QA looks for incomplete cut sheets before release. That QA item exists because it is still the most common preventable bounce we see across East Coast towns.
What solar permit cut sheets have to match
Every piece of equipment named on the SLD, roof plan, or attachment layout needs a spec that names the same model. Modules, inverters, microinverters, optimizers, racking, shutdown devices, disconnects you specified, and storage or EVSE if they are in the permit. If the BOM says CS-something and the PDF says a different CS-something, the reviewer does not have to be a solar expert to bounce you. They only have to be able to read.
Match ratings the SLD used: Imp, Voc, inverter continuous output, max OCPD, shutdown type. If the designer used 10.2 kW on the SLD and the cut sheet’s 10.2 kW row is for a different grid setting, fix it in permit design before the AHJ teaches you. Listing marks (UL/NRTL) should be visible. [CONFIRM AS OF 2026-09-19] for the listing the AHJ expects. Do not invent a listing number.
Racking packets fail when you attach a brand brochure and omit the span table the PE needs. Structural review is not a logo check. If we are coordinating PE stamping, the cut sheet has to include the pages that justify spans, loads, and attachment type. A missing table is a PE delay wearing an AHJ comment.
Revision control nobody wants to own
Put a spec index on the drawing set: document name, manufacturer, model, date or revision, and which sheet it supports. When purchasing swaps a module, the index, the roof plan count if dimensions changed, the SLD, and the PDF all change together. Swapping the PDF only is how inspection fails on a nameplate.
Do not include three competing inverters “so the reviewer can choose.” The reviewer will choose none. Bid alternates belong in a sales folder. The permit file is one system. If you must show an alternate, cloud it as alternate and get the AHJ’s rule. Most East Coast residential desks do not want to pre-approve a menu.
Obsolete PDFs are a field problem. Manufacturers rename SKUs. The truck scans a QR code that is not the PDF in the packet. Before final, compare nameplates to the index. That is closeout, and it is cheaper than a failed inspection on “equipment not as approved.”
What not to dump into the packet
Do not attach every install manual you have ever seen. Flooded packets hide the page the reviewer needs. Do not attach competitor cut sheets leftover from estimating. Do not attach a battery manual for a battery that is not in this permit. Do not attach a 200-page utility handbook unless that AHJ asked. Extra paper creates extra comments.
HOA color charts are not cut sheets. Keep them out. NABCEP certificates are not cut sheets. PE licenses are not cut sheets; they belong with the seal packet. Electrical ratings still have to support the NEC story on the SLD. The code family is NFPA 70 [VERIFY URL]. DOE solar office pages such as EERE Solar Energy Technologies Office [VERIFY URL] are background, not your AHJ submittal. Do not staple federal program flyers into a Worcester permit file.
How we bounce-proof the spec book
Intake asks for a frozen equipment list. If it is not frozen, drafting can start on layout with a written hold on electrical issue. We will not issue a permit PDF with “inverter TBD” and a stack of options. When the AHJ comments “provide cut sheets,” we attach the indexed packet and a revision note that points at the index, not a new zip named finalsFINAL2.
If inspection failed on a different SKU, the as-built packet gets the new datasheet and a cloud on the SLD. If the SKU is equivalent and the AHJ wants a substitution letter, we write that letter to the approved model, not a vibe. The minimum spec stack we actually issue
Modules: rating page, dimensions, weight, connector type, listing mark. If the AHJ asked for fire classification, include that page. Do not attach a 60-page installation guide unless they asked for mounting holes the PE needs. Inverters: model row you specified, output current, OCPD guidance, disconnect features, rapid shutdown behavior, and the wiring diagram that matches the SLD. If the SLD used a field-wired production meter, that meter gets a spec too.
Racking or ballast: the span or ballast table, the attachment or block, and the roof type the table assumes. If the table assumes asphalt and you are on metal, stop. Shutdown devices and trunk cables for microinverters: the SKU on the truck. Combiner and disconnect: ampacity and enclosure rating. Storage: chemistry is less important to the AHJ than listing, working clearances, and the electrical ratings on the SLD. EVSE: breaker size, continuous load, and mounting. If any of those items are not in the permit, they are not in the stack.
Translations and duplicate languages: some manufacturers ship bilingual PDFs. Fine. Do not submit a cut sheet in a language the reviewer cannot check unless you also include the English ratings page. We have seen AHJs bounce a file for that. It is avoidable.
File hygiene: one PDF of drawings, one PDF of specs with bookmarks, or the portal’s required split. Naming “cutsheets.pdf” with 400 unsorted pages is how the electrical reviewer never finds the inverter. Bookmark by BOM order. If the portal has a 10 MB cap, split without dropping the span table. The span table is not the page to lose.
Substitution after approval needs the same stack discipline. A “similar wattage” module with a different Voc can change stringing. A similar inverter with a different rapid shutdown method can change plaques. Treat substitutions as mini permit sets: drawing cloud, new spec, maybe interconnection notice. If the AHJ asks for UL reports beyond the mark on the datasheet, that is a special request. We will not invent a file number. Get it from the manufacturer or mark the comment as waiting on vendor. PE review that asks for evaluation reports on racking is the same rule: real paper, or the stamp waits. Keep a copy of the issued spec index with the job folder so the PTO packet does not grab an older zip from a shared drive.
Commercial packets add transformer, switchgear, tracker, and medium-voltage pages when those items exist. Utility-scale adds still more. Do not use a residential module PDF style as the entire C&I spec book. The reviewer for a 2 MW carport is looking for different pages than a 8 kW roof. Size the packet to the job, then keep it lean.
Partners who run 20,000-plus residential jobs through a desk still fail cut sheets when a branch office uses a local favorite inverter the drawings never named. Freeze nationally or freeze per job, but freeze. The datasheet is how the AHJ checks that freeze without calling you. Branch offices should pull the indexed packet from the issued job folder, not from a personal downloads directory named “inverters.”
A complete spec packet is boring: right models, right pages, right dates, indexed to the SLD. That is what solar permit cut sheets are for. Send that packet with the drawings so the reviewer is not hunting, and so the inspector’s nameplate photo has a PDF cousin already in the file.
