A Pittsburgh solar PE stamp is not a city souvenir you add to every cover. It is a structural (and sometimes electrical) judgment on a hillside rafter roof, a mystery truss, or a commercial joist. If you bid every South Side row as unstamped, you will stall in PLI. If you bid every garage array as a full PE package, you will lose the job to someone who asked the question.

When a Pittsburgh solar PE stamp is actually required
City permits go through OneStopPGH. PLI shares that counter with City Planning, DOMI, and the Bureau of Fire. Solar is building and electrical work. Fire path on a big roof, right-of-way if you are in the street, and zoning if you are visible in a district can all appear. None of those automatically equal a PE. Framing does.
Pittsburgh’s older housing and hillside lots are why we see structural comments. Rafters that look like 2×6 from the yard are 2×4 in the attic. Collar ties are missing. A prior leak sat under the proposed array. If you cannot photograph the framing, the honest PE answer is “not yet.” Intake should include attic photos or a site visit, not a guess. Attachment layout needs dimensions: edge distance, spacing, and the member you are hitting. Missing dimensions are a QA fail because they are an inspection fail.
Truss roofs need a manufacturer and a PE evaluation, similar to Philadelphia’s EZ truss letter even when Pittsburgh is not on EZ. Engineered trusses are not a typical rail detail. Commercial decks, bar joists, and standing-seam with clamps need a PE more often than a 6 kW asphalt ranch in a flat borough. Ask PLI. Electrical PE shows up when the service is complicated: three-phase, supply-side tap on tired gear, large inverter clusters, or a fire alarm interface on a school. A residential microinverter SLD usually needs to be clear, not PE-sealed, unless the AHJ says so. Do not buy two stamps by habit. Do not skip the structural stamp on a hillside because the SLD is pretty.
Keep Duquesne out of the seal that is not theirs
Interconnection is Duquesne Light for most of the city. Part 1 wants a computer-generated one-line that matches the PLI electrical sheet. DLC does not need your structural PE calcs in the fee portal. PLI does not need DLC’s $100 Level 1 receipt on the roof plan. Shared schedule: inverter, kW, module count, PCC. If the PE reduces modules for drifting snow against a parapet, DLC Part 1 must drop the same kW.
If DLC later requires a transformer pad, that pad may need structural and zoning. That is when interconnection becomes PE work. Until then, do not seal a cartoon transformer.
What the sealed sheets must show
The permit design package is still site plan, roof plan, attachments with dimensions, SLD with conductor and conduit notes, cut sheets, placards. The structural PE looks at loads, members, and the racking table for the site, including wind exposure on a hill and snow. Pittsburgh is not a Florida layout and it is not Albany snow, but it is not “no snow” either. Use the loads the adopted UCC edition cites. The electrical PE, if used, looks at conductor sizing, OCPD, rapid shutdown, and labels against that same code edition.
Title blocks must say City of Pittsburgh or the actual borough. A “Western PA” typical is how you get a comment on the wrong snow map. The seal certificate stays with the set. If the field changes spacing, the seal is stale. As-builts come next, not a fight with the inspector.
Boroughs, third-party agencies, and wet ink
Many Allegheny County municipalities hire third-party agencies for UCC plan review. Those agencies have checklists that can be stricter than PLI’s last verbal. Digital seals that OneStopPGH accepted last month may not be what a township agency wants on paper. Confirm. Multi-state crews who just used a New York digital PE cannot assume the same file works here. Licensure is Pennsylvania for this job.
HOA and historic overlays in some neighborhoods are extra folders. They do not replace a PE. They also should not dump shutter colors onto the structural sheet.

OneStopPGH comments that are not “the PE”
Fire review on a large roof is path and access, which can force a layout change the structural PE then has to bless. DOMI appears if you are in the right-of-way. Planning appears if zoning or a district overlay cares. None of those replace a rafter calc, and a rafter calc does not replace a fire path. Put each comment on the sheet that owns it. Do not ask the structural PE to answer a DOMI note about a sidewalk crane.
Unknown framing is the number one reason we refuse to seal on the first email. Knob-and-tube in the attic, sistered junk, and a bathroom fan through the proposed array plane are Pittsburgh. Photograph them. If the owner will not open the hatch, say so in writing. A PE who seals a mystery roof is not doing you a favor.
Commercial schools and churches want electrical PE more often because of three-phase services and fire alarm adjacency. Residential microinverters usually do not. Bid the electrical stamp when the SLD is a protection problem, not because the logo looks official. Bid the structural stamp when members are in question. After the seal, field changes still matter. A moved rail pattern is a new structural revision. A swapped inverter is electrical. As-builts keep PTO and PLI honest. A sealed v1 in the job jacket while the roof is v3 is how you fail a photo review from DLC.
Borough agencies may want wet ink when OneStopPGH took digital. Ask. Multi-state crews who just sealed a New York USP PDF cannot drop that file on a Pennsylvania township. Licensure and format both change.
Hillside attachments that looked even on a sales layout often land on different rafter bays once someone is in the attic. That is a structural revision, not a field tolerance. If PLI already issued based on v1, talk to them before you as-built quietly. DLC Part 1 still has to match the module count that survives. Tree shade that kills a string is a production issue and a drawing issue if you promised NY-Sun or an offtake kW.
Schools and churches along the rivers want more electrical documentation: three-phase, maybe a new disconnect in a boiler room that already failed working space. Photograph that room. If the only wall is illegal for an inverter, the PE cannot seal a fantasy. Move the inverter on paper first. Then seal. Then build.
What to send for a Pittsburgh stamp call: address, whether it is PLI or a named borough, attic photos, service photos, equipment list, DLC account, and any fire or zoning letter you already have. If you have a prior unstamped set, send it. We will mark whether structural, electrical, or both is in play, and whether wet or digital matches OneStopPGH or the township agency. That scope email is what your salesperson needed before they promised an unstamped house on a hillside. If they already promised it, we still need the photos. A verbal “the roof is fine” is not a PE file.

Hillside photos belong in the structural file even when a borough clerk says they usually skip stamps on houses. Ask in writing. Bid that answer, not the rumor from the last street over.
