An Allentown solar permit is a city UCC filing. The Lehigh Valley is not one AHJ and not one utility. Crews that stamp “Allentown” on a Bethlehem Township barn, or file PPL Rule 12 on a Met-Ed meter, redo the one-line while the roof waits. Read the municipal line and the bill before anyone copies last week’s Philadelphia set.

What an Allentown solar permit set has to show
Pennsylvania’s Uniform Construction Code is the baseline. The City of Allentown enforces it with local amendments and its own contractor registration. Plan on building and electrical permits for rooftop PV, reviewed as separate trades. The set we issue is site plan, roof plan, attachment layout with dimensions, electrical single-line with conductor and conduit notes, cut sheets, and placard notes. If the reviewer wants a PE, PE stamping is Pennsylvania licensed on that same set.
Row houses and twins need party-wall notes, parapets, and a honest framing story. Attachment spacing has to hit members you photographed. Missing dimensions are how Allentown inspections fail the same way Boston inspections fail: the rail is real, the dimension was typical. Snow is a Lehigh Valley number. It is not a Florida typical and it is not a copied Albany calc. Use the loads for the site.
Electrical sheets must show the interconnection method, inverter model, and, on PPL 2026 applications, the Company DER Management Device at the data port. Label it Company-owned per REMSI so the city inspector does not demand a contractor cut sheet. Rapid shutdown placards stay on the AHJ sheet. Do not paste Rule 12 tariff text across the roof plan.
Contractor licensing is local plus state. Pennsylvania HICA registration for residential work and a city registration are not the same card. If the electrician cannot pull the permit, the drawings do not matter. Confirm who is on the application before we put their name in a title block.
Bethlehem, Easton, and township agencies
City of Bethlehem is not Bethlehem Township. The city is typically PPL. The township is often Met-Ed. Easton-area jobs likewise need a bill check. Each municipality may use a third-party UCC agency. That agency’s solar checklist can ask for extra structural notes or extra copies. Digital PE seals that Allentown took may not be what a township agency wants on paper. Confirm wet versus digital per reviewer.
Barns and pole buildings outside the city need long AC run lengths on the site plan. Voltage drop comments come from those runs. If PPL or Met-Ed later upsizes conductors, the township set must move before the wire is pulled. Ground mounts need zoning that the city row did not. Do not hide a ground mount on an Allentown residential cover.
PPL versus Met-Ed on the same sales map
PPL interconnection after January 3, 2026 is Rule 12 plus Chapter 75. Portal, one-line, site plan, SB inverter list, certificate of completion, then PTO. Met-Ed is FirstEnergy’s process and forms. Do not draw a PPL radio enclosure on a Met-Ed job. Do not file Met-Ed on a PPL account because the mailing city says Allentown. The service city and the municipal city disagree often enough that the bill is the only source we accept at intake.
Chapter 75 Level 1 is still 10 kW certified. A 14 kW Allentown house is Level 2 statewide even if PPL reviews small jobs quickly. Pick the Level, then meet the utility hardware rules.
Comments we see in the Valley
Incomplete cut sheets on racking. Conflicting main-breaker sizes. Arrays drawn over vents. Missing fire path on a long commercial roof in an industrial park. HOA packets from suburban developments mixed into the UCC upload. Keep HOA color boards in their folder. Keep the AHJ set constructible.

Valley-specific misses we correct before the first upload
Using a Philadelphia EZ cover in Allentown. Using a Pittsburgh PLI title block in a Lehigh township. Drawing a PPL DER Management Device on Met-Ed. Omitting party-wall notes on Allentown rows. Copying Albany snow loads. Skipping HICA or city contractor registration. Uploading HOA shutter colors into the UCC PDF. Leaving wire run lengths off barn site plans. Filing Chapter 75 Level 1 on a 14 kW inverter. Energizing on a city sticker before PPL or Met-Ed PTO.
Historic districts and downtown Allentown overlays need extra site notes. They still need attachment dimensions. If a board kills a street-facing row, update the EDC kW the same week. A PPL application sitting at the old nameplate will not PTO a smaller array without a modification.
Third-party agencies used by townships around the city often want extra structural notes on older twins. Ask for their solar checklist at intake. Digital versus wet seals change by agency. Confirm before the PE signs. If the agency has never seen a Rule 12 device, the SLD note is what keeps the inspection from becoming a debate about mystery enclosures.
Commercial industrial parks along the Lehigh River need fire path, HVAC, and skylight coordination the same as any C&I roof. PPL’s larger application extras (ownership attestation, pole numbers) still apply. Do not send a residential Allentown packet to a 300 kW warehouse because the mailing city is the same.
Intake photos should include the electric bill, the panel interior, the roof, and the attic if you can get it. Those four pictures prevent the two classic Valley failures: wrong utility and mystery framing. If the panel is a banned type for NY-Sun, that is a New York rule, but it is still a bad tap in Pennsylvania. Replace the gear on the SLD before the inspector says it.
When PPL sets the DER Management Device after install, photograph it for the as-built. The city inspector may have passed before PPL arrived. The record set still needs the box so the next visit does not look like unlabeled mystery hardware. Met-Ed jobs should not show that box at all. Wrong-utility drawings are how you fail two portals with one CAD file.
Sequence for a City of Allentown house on PPL: confirm the bill, draft UCC set with the Company device on the electrical sheet, file city building and electrical, file PPL under the right Chapter 75 Level, inspect, photograph the device after PPL sets it, as-built if anything moved, then PTO. Sequence for a Bethlehem Township barn on Met-Ed: same UCC idea, different utility packet, no PPL radio box. Mixing those two sequences is the Valley’s weekly unforced error. Put the utility name in the title block so a new coordinator cannot paste the wrong device. If the bill is unclear, wait. A day of waiting is cheaper than two interconnection filings. Ask the customer for a photo of the utility name on the bill, not a mailing address. Territory maps lie at municipal borders more often than installers want to admit.

If the utility is Met-Ed, say Met-Ed. We will not guess from a ZIP code. Send the bill photo with the first email so the title block is right before drafting starts. If you only have a service address, we will still ask for the bill. The AHJ name and the utility name are two different fields. Put both on every Allentown-metro request, even when the sales map says Lehigh Valley as if that were one clerk. Bethlehem city, Bethlehem Township, Easton, and Allentown are four different title blocks. If your coordinator copies last week’s Allentown cover onto a township barn, the agency will bounce it and PPL or Met-Ed will bounce the one-line for the wrong device story. Fix the cover first. If the roof is a low-slope membrane on a warehouse just outside the city, the UCC set still needs attachment dimensions and a fire-access note the inspector can walk. The interconnection one-line still needs the EDC on the bill. Do not let a Valley nickname hide a township agency and a Met-Ed account. Ask who issues the building permit and who owns the meter. Then draw. Then file. Keep the phrase Allentown solar permit on city jobs only, and name the township when the site is not in the city.
