Albany NY solar interconnection stalls when the National Grid file is a Con Edison template, or when the city permit shows 20 modules and the IOAP still has 26. The Capital Region is National Grid territory. The building permit is the City of Albany Division of Building and Codes, or a different town if the site is not actually in the city. Sequence those clocks on purpose or you will win one and lose the other.

Albany NY solar interconnection steps that actually move PTO
Start with the bill. If it says Niagara Mohawk or National Grid, you are on SIR. The Standardized Interconnection Requirements effective February 9, 2026 still use Appendix F as the application checklist and split 50 kW and below (no application fee) from the above-50 kW path. Electronic filing through the IOAP is required. A complete small package includes the application, site information, PV single-line, UL 1741 documentation, cut sheets, and account/meter numbers on existing service. Large packages add site control, property owner consent, possible CESIR, and a three-line when the utility requires it for three-phase PV.
File National Grid as soon as the equipment list is stable. Do not wait for the city stamp if the only remaining city comment is a snow-load note that will not change kW. Do wait if the PE is about to delete a row. SIR completeness clocks start when Appendix F is actually complete. A missing inverter certificate is not “in review.” It is incomplete.
In parallel, submit the municipal package. City of Albany wants building and electrical permitting through Building and Codes. Snow load and older housing stock drive structural comments. Show rafter or truss data, attachment spacing with dimensions, and a roof plan the inspector can walk in March slush. Many surrounding municipalities adopted the New York Unified Solar Permit for eligible systems 25 kW DC and under. USP still wants PE or RA stamped construction documents per NYSERDA’s Guidebook. Confirm eligibility. A ground mount in Guilderland is not a USP rooftop in Albany.
Electrical inspection is often a third-party agency. National Grid will not issue PTO because the building inspector liked the flashing. Get the electrical inspector on the calendar, submit the SIR verification test materials the utility asked for, and only then talk meter. Permission to operate is the utility’s letter. The city permit is not PTO.
Drawings that survive both desks
The permit design set is site plan, roof plan, attachment layout with dimensions, electrical single-line with conductor and conduit notes, cut sheets, and placard notes. The National Grid SLD can be a tighter interconnection view of the same model. Same inverter model, same AC kW, same PCC, same disconnect. Extra ESB or protection notes stay on the utility sheet. Snow-load calcs stay on the structural sheet. Do not paste CESIR cost tables onto the city roof plan.
If National Grid requires a three-line after CESIR payment, that is a utility deliverable due on SIR timelines (the February 9, 2026 SIR ties updated three-lines to payment milestones). It is not automatically a city revision. Revise the AHJ set only if customer equipment or the service changed. If the PE sealed the city set and the field moved attachments, both the city record and the National Grid accepted drawings are stale.
PE stamping for Albany jobs is usually structural first: snow, wind, and member capacity against the racking table. Electrical PE shows up on commercial three-phase, primary voltage, or when the city asks. National Grid’s CESIR checklist wants a PE-stamped single-line. Coordinate one New York licensed engineer on the set they will actually audit. Wet or digital follows the Division of Building and Codes, not a Massachusetts habit.
NY-Sun Upstate on the same job
NY-Sun residential/nonresidential uploads want a site map, electrical drawing, photos, and a PE/RA structural letter for roof jobs outside NYC DOB (April 2026 Program Manual). The Albany city set can supply most of that if you export a NY-Sun view instead of redrawing from a sales layout. Tree removal for shading has to appear on the NY-Sun map. Capital Region lots with mature trees fail QA on photos, not on kW. If you promised NY-Sun and the city permit never mentioned the trees, fix the site plan before the incentive desk asks.
Commercial jobs in the region add CESIR proof or a signed interconnection agreement to NY-Sun. That is another reason not to let the National Grid kW drift from the city drawings. Proof of 25 percent upgrade payment is a utility email, not a cloud on sheet PV-1.
Troy, Schenectady, Saratoga, and the city limit
The job jacket should say the AHJ name, not “Albany metro.” Colonie is not Albany. A village inside a town may have its own clerk. National Grid is still National Grid. Historic districts and row buildings near downtown need extra site notes. They still need attachment dimensions. If a landmarks comment kills a street-facing row, update National Grid in the same revision. Leaving the IOAP at the old kW is how PTO waits on a modification after inspection.
A sequence you can put on a whiteboard
1. Survey, attic photos, service photos, equipment list, AHJ name, National Grid account. 2. Stabilize module count against snow and fire path. 3. Draft AHJ set and National Grid SLD from one model. 4. File city/town and IOAP. 5. Answer comments on the sheet they belong to. 6. Inspect. 7. As-builts if the field moved. 8. National Grid closeout and PTO. 9. NY-Sun as-builts if the incentive is open.
Rush lanes exist when a failed inspection is holding a crew or an interconnection window is closing. A missing snow calc cannot be rushed into a PE stamp overnight if nobody photographed the rafters. Incomplete intakes get a checklist instead of a stalled draft.
What “complete” means on the National Grid clock
SIR Step 3 gives the utility ten business days to decide if Appendix F is complete. Incomplete means the clock did not start. The deficiencies we see on Capital Region residential files are boring and fatal: wrong account number, inverter cut sheet for a different model, site plan that does not show the meter, unsigned letter of authorization, missing UL 1741 file. Fix those before you ask why “review is taking forever.”
For jobs above 50 kW, expect screens, possible CESIR, and payment milestones. A school roof in Albany that needs a CESIR is a commercial schedule sitting next to a city permit schedule. Do not let the superintendent think the building permit is the interconnection. Do not let National Grid think a city stamp replaced the three-line. If CESIR adds a recloser, that scope belongs on a utility exhibit, not on the snow-load roof plan, unless the gear becomes customer-owned on the pad.
Witness test planning is part of interconnection, not an afterthought. National Grid’s published DG notes ask for inverter-specific protection parameters and, when relays are involved, test reports before the test. Put settings on the SLD or on a table the SLD points to. “Manufacturer default” is how you fail a witness test with a passed city inspection.
If the city inspector makes you move a disconnect, the National Grid accepted drawing is now wrong. File the as-built with the IOAP before you schedule the meter. PTO language in SIR still expects the as-built system to match what was accepted. A verbal “it is close enough” from a city inspector does not bind the utility.
