Con Edison solar interconnection documents are a SIR Appendix F package wearing PowerClerk labels. If you upload a DOB drawing set and skip the customer authorization letter, the three-line, or the right portal, Energy Services will not guess. Small DG (≤50 kW AC) and Large DG (>50 kW to 5 MW) are different doors, different fees, and different testing. Match the door to the AC nameplate on the inverter cut sheet, not to the sales kW-DC slide.
Con Edison follows the New York SIR for solar up to 5 MW AC. Read the SIR effective February 9, 2026, then Con Edison’s Solar Photovoltaics Guide and DG Documentation Checklist. Athol Energy builds the interconnection file to those lists, on the same geometry as the New York design permit set.
Con Edison solar interconnection documents by Small DG versus Large DG
Before you click New Application, register in the correct PowerClerk. The Solar Photovoltaics Guide says the Small DG portal is for requests less than or equal to 50 kW AC and the Large DG portal for greater than 50 kW AC. Hybrid solar plus storage above 50 kW uses the large hybrid application type the guide describes. Even if two developers split PV and battery, Con Edison may want a single combined system diagram.
Gather, from Con Edison’s applying-for-interconnection page and checklist:
- Completed PowerClerk application (this is Appendix B or C in SIR clothing)
- Customer Authorization Letter
- Standardized contract appendices as the portal generates (Appendix A / B / C depending on inverter versus non-inverter)
- Site plan
- System diagram: one-line if single-phase; three-line if three-phase, with PCC wiring and existing service drawn as it is, not as you wish it were
- Equipment specifications, including inverter listing (UL 1741 SB as SIR now frames certified inverters)
- Verification test procedure when required
- Scope of work narrative, especially if multiple DG systems share a site
- Net metering / Rider R / Value Stack / CDG forms as applicable (Form G or CDG appendices)
- For large: New York State Standardized Acknowledgement of Property Owner Consent (Appendix H), site control (Appendix J), CESIR-related items
- For ESS: Appendix K and ESS data sheets
Con Edison’s Pre-CESIR Application Submittal Guide Version 2 (March 2026) is the large-job punch list: customer letter of authorization, verification testing procedure, inverter cut sheet, ESS data sheet, Form G, Appendix H, Appendix J, Appendix B or C, Appendix K if ESS, three-line, site plan. If you are pre-CESIR, use that guide. Do not improvise from a 2018 email.
Fees: $0 application on small; $750 on large, plus CESIR and construction. A SIR pre-application report fee can credit toward the Step 3 application fee on the large track (SIR language on the $750). Confirm the live Con Edison page before you bid. [CONFIRM AS OF 2026-09-19]
Diagrams Con Edison fails first
Three-phase services drawn as a single-line cartoon without PCC wiring configuration. Network services that ignore Con Edison’s network design notes. Disconnect not located. Metering not matching Rider R. Existing service misdrawn (wrong voltage, missing transformers, missing spot network protectors). Title block missing the Con Edison account or the service address. Revision clouds missing when you resubmit after a deficiency list.
Site plan: service address, parties, project size, equipment, and how you will construct. Large-job site plans in the March 2026 guide want a system summary a project manager can use. A roof screenshot is not a site plan on a 500 kW commercial building.
Settings: Con Edison publishes default IEEE 1547 inverter settings. Put the profile you will commission on the drawing or in the application notes. SIR technical requirements plus utility-specific settings are why a UL 1741 SB inverter still gets a comment.
After construction: testing and as-builts
Small jobs: SIR I.B Steps 4-6. Two-hour commissioning interconnect, verification, then a formal letter of acceptance within 5 business days of successful-test notice if they did not witness. Keep municipal inspection evidence. NYC DOB is still the building permit; see NYC permit design.
Above 50 kW: verification testing before final acceptance. Con Edison’s solar verification testing and inspection checklist says to build to the latest drawing Con Edison approved, upload those drawings to Project Center, and request a test in writing to your Customer Project Manager. Failures on inverter function require reinspection. Labeling issues may clear with a new drawing and photos, reviewed within 10 business days. Appeals go to the published inspection-appeal mailbox with the case number in the subject. Do not argue on the roof without a paper trail.
If the built array differs, file as-builts and a material-modification request if the change is the kind SIR treats as material (the March 2026 guide mentions bus rating changes as an example). Silent field changes fail the test.
Federal-agency and non-NYC interconnection agreements (Appendix A-1 / A-2) appear on Con Edison’s document list for special customers. If you are not that customer, do not upload them “just in case.”

Con Edison packet errors that burn the 10-business-day review
Wrong portal: a 52 kW AC job in Small DG, or a 48 kW job in Large DG “because we might add a battery later.” File the nameplate you have. If you add storage later, that is a new SIR application or a modification, not a portal hedge.
Missing authorization letter: the installer cannot sign for the customer. If the owner is an LLC, the signer has to be someone who can bind the LLC. Energy Services will not call your salesperson to sort it out.
Three-phase drawn as a one-line cartoon: Con Edison’s checklist is explicit. Three-phase gets a three-line that shows PCC wiring and the existing service as it is, including network protectors if they exist. A pretty single-line with a “3-ph” note is incomplete.
Network ignorance: if the service is a NYC network, say so and follow Con Edison’s network design notes. Radial templates on a network service fail screens and can fail the job. Photograph the service and ask if you cannot tell.
Hybrid PV plus storage: one application, combined diagram, Appendix K, ESS data sheet. Two developers do not get two SIR queues for the same PCC without a plan. The March 2026 pre-CESIR guide is the large-job list. Use it.
Verification testing above 50 kW: build to the latest Con Edison-accepted drawing, upload it to Project Center, then email the CPM to schedule. Testing a field-changed array against revision 0 fails. Labeling misses may clear with photos in 10 business days. Dead inverters do not. Do not request a test to “see what they say.”
DOB versus Con Edison: a DOB permit is not a SIR document. Upload SIR documents to PowerClerk. Upload DOB documents to DOB. Same kW, same address, different filenames. Athol’s NYC page is the building desk. This page is Energy Services.
Fee honesty: $0 small, $750 large plus CESIR and construction. Quote the large number in the bid if you are over 50 kW AC. Surprising a customer with CESIR after a “no fee” sales line is how you lose the job after you already drew it.
Rider R / Value Stack / CDG elections belong in PowerClerk fields and on the diagram’s metering notes. A CDG project with a behind-the-meter one-line is the wrong story. Form G and CDG appendices are not optional color if the portal asked for them.
If Energy Services asks for a material modification after a bus rating change, file it. Do not keep testing on the old three-line. The March 2026 guide’s revision-cloud habit exists because reviewers cannot find your change in a 40-sheet dump.
Borough and county belong in the kickoff, not as a guess after a deficiency letter. If the service is in the Bronx and the mailing address is Westchester, Con Edison still wants the service point. Draw and file the service point. A Con Edison solar interconnection package with two addresses is an incomplete application dressed up as a complete PDF. Repeat the billed service address on the site plan, the three-line, and PowerClerk before you hit submit.
