Connecticut Automated Solar Permit Prep Before 2028

A Connecticut automated solar permit is a 2028 software problem, not a reason to skip Hartford zoning this week. Public Act 26-127 (House Bill 5340) tells the Department of Administrative Services to stand up a smart solar permitting platform by July 1, 2028. Municipalities then have until January 1, 2029 to take residential solar, or solar plus storage, through that platform or an equivalent automated system. If your 2026 process is already a messy PDF and a verbal bus rating, you will fail instant review later and you are already failing plan check now.

Connecticut automated solar permit work you should do on today’s jobs

Stop treating the CT Standardized Solar PV Permit Application Supplement as optional color. Automated review, whether SolarAPP+ or a DAS cousin, lives on fields: address, occupancy, kW, bus rating, main breaker, racking, and attachment spacing. If those fields are blank today, a person emails you. In 2028 a platform will reject you at 11 p.m. without a person. Fill the supplement from panel photos on every job now.

Put attachment dimensions on the layout. SolarAPP-style tools fail missing structural data. So do Stamford fire marshals. The same dimensioned rail spacing you need for a PE letter is the data a future platform will ingest. If your 2026 layout still says “per manufacturer,” you are training the crew to fail automation.

Standardize file names and sheet indexes: site, roof, attachment, one-line, cut sheets, placards. DAS will prescribe the form and supporting documents. You will not get to upload “finalfinalv7.pdf” into a state platform and hope. Practice on New Haven’s electronic portal, which already refuses paper.

Seals: Public Act 26-127 lets the commissioner set electronic signature and seal rules, and allows waiving wet stamps and notarization on platform filings when the electronic equivalent is present. Practice digital Connecticut PE seals that flatten in a PDF. PE stamping that only exists as a smeared phone photo will not pass a 2028 validator. Wet seals remain valid where towns still want them in 2026 and 2027.

Know which jobs will not be instant. The platform is residential PV and residential PV plus storage that comply with the State Building Code. Commercial NRES canopies, ground mounts that fail zoning, historic districts, and fire-marshal storage packets will still see humans. Do not promise a Bridgeport 2 MW roof “SolarAPP in 2028” as a bid assumption. Governor Lamont’s July 2026 signing release described the act as making home solar and batteries easier; it did not delete C&I plan check.

Municipal choices you should track

Municipalities may use the DAS platform or an alternative automated system that satisfies the act equivalently, including coordination with their regional council of governments. Towns on the DAS path must revise permitting fees by January 1, 2029 to reflect reduced cost or resources. That is a 2029 fee conversation. It is not a 2026 discount you can invent on a proposal.

If a town announces a local SolarAPP+ pilot before 2028, read the eligibility PDF. Eligibility is usually a simple rooftop, listed equipment, and no unusual structure. Your messy three-family with a service upgrade will still be a human review. Keep a two-path intake: “platform-eligible” versus “AHJ classic.”

What not to change

Interconnection stays with Eversource and UI under PURA guidelines. Instant building permits will not populate PowerClerk. PTO will not come from DAS. Historic commissions will not be replaced by a checkbox unless the statute and the town say so. Fire marshals can still want a paper energy-storage packet. The 2028 platform does not cancel that desk.

RRES and NRES program rules are tariffs, not building permits. Do not mix a future automated building permit into a 2026 incentive Application Date.

Staffing: volume partners should already reserve drafting bandwidth. Automation may shrink simple 1-family cycle time after 2028. It will not shrink survey quality, PE judgment on bad roofs, or interconnection queues. Connecticut design still needs a complete intake: survey, equipment list, AHJ, utility, HOA or historic constraints.

A 2026-2027 checklist

1. Fill every supplement electrical field from photos.
2. Dimension attachments and fire pathways on the roof plan.
3. Keep cut sheets matching SKUs.
4. Store PE certificates with the set, digital-ready.
5. Track which towns talk about COG-level platforms.
6. Never tell a customer that Connecticut already has instant permits statewide.

State-by-state differences remain. How permitting differs by state is the map. Rhode Island already has a statewide form with a PE letter. New York has SIR. Connecticut is adding an automated residential building-permit layer on a 2028 clock. Different nouns.

If a salesperson is already selling “instant permits in Connecticut,” correct them with the statute dates: DAS platform by July 1, 2028; municipal participation by January 1, 2029. Then file today’s Hartford or Greenwich packet the way the town requires. The Connecticut automated solar permit future rewards the same cleanliness that gets you a first-pass approval now.

Data fields to standardize on every 2026 Connecticut residential job

Address as the assessor has it, including unit numbers. Occupancy (1-family, 2-family, R-2). kW DC and kW AC. Module SKU and count. Inverter SKU and count. Racking SKU. Attachment spacing and edge distance. Main breaker. Bus rating. Interconnection method. Storage yes/no and SKU. PE required yes/no and seal type (digital or wet). Fire pathway widths if drawn. Historic yes/no. EDC name. Those fields already exist on the CT supplement and our title blocks. Automation will only get stricter about blanks.

Cut sheets as manufacturer PDFs named by SKU, not as a 90-page dealer book. Platforms parse SKUs. A catalog dump will fail a validator the same way it already fails a human who cannot find the module.

Practice on New Haven electronic permitting: flatten seals, readable fonts, sheet index. Towns that still want paper in 2026 will not save you in 2029 if your PDFs are garbage.

Train sales not to say “Connecticut has instant permits.” The statute dates are July 1, 2028 for DAS and January 1, 2029 for municipal participation. Instant is for code-compliant residential PV and PV plus storage on the platform DAS selects. It is not for NRES canopies, historic street-facing arrays, or mystery roofs.

Track COG pilots. If a council of governments picks an alternative platform, eligibility PDFs will matter. Keep a folder of those PDFs with dates. Do not mix a 2027 pilot rule into a 2026 Hartford filing.

Fees in 2029 may drop for platform towns. Do not discount 2026 Hartford fees on that hope. Quote the live municipal calculator.

Interconnection drills stay as they are. PowerClerk will not care that DAS issued a building permit in 11 seconds. Complete RRES and IA files still need matching one-lines. PTO still needs meters. The Connecticut automated solar permit layer is a building-permit layer. Keep saying that in every sales meeting until 2029.

Internal QA for platform-readiness: if a 2026 job would fail a SolarAPP-style structural questionnaire (unknown rafters, missing spans, no attachment spacing), it is already a weak Hartford job. Fix the survey now. That is the whole point of preparing early.

Designer notes should already be structured: AHJ name, utility, occupancy, kW AC, PE yes/no. If your 2026 intake is a Slack message with a Zillow link, you will not be platform-ready in 2028 and you are not AHJ-ready now. Incomplete intakes get a checklist from this desk for that reason.

Storage plus PV is in the statute’s platform scope. That means battery location, cut sheet, and one-line mode have to be as clean as the modules. Fire-marshal storage packets may still be paper. Keep a human path for ESS even if DAS automates the PV building permit.

Do not wait until 2027 to dimension attachment layouts. The inspectors who fail missing lags in 2026 are teaching the same lesson a validator will encode later. Every 2026 first-pass approval is practice for a Connecticut automated solar permit file that a machine can accept. Keep the human AHJ notes too: historic, fire storage, and C&I will still need a person.
