The Massachusetts common system modification fee is the line item that should have been on Simplified proposals the week DPU moved 26-57, and still is missing from packets that treat interconnection as “probably free.” $225 is not a town stamp. It is not a SMART adder. It is a shared-cost tool for Simplified DG so one unlucky transformer job does not eat a five-figure surprise. If your quote still says $0 interconnection forever, you are selling a 2025 story. Update the proposal. Leave the SLD alone unless the company asks for a real device.
This is not a recap of our news post on D.P.U. 26-57’s filing. That post is on the blog. This is what changes in the installer folder: quotes, portal payments, customer emails, and what we refuse to draw. Athol Energy still produces matching AHJ and EDC packages: site plan, roof plan, attachment layout with dimensions, SLD with conductor and conduit notes, cut sheets. 20,000+ residential projects and 200 MW+ designed with 30+ installer partners does not include inventing hardware to illustrate a fee.
Massachusetts common system modification fee on the proposal and the SLD
D.P.U. 26-57 is the electric companies’ joint petition (Eversource, National Grid, Unitil) to add a Common System Modification Fee to the model DG interconnection tariff, following D.P.U. 25-48 work and IIRG support. The April 21, 2026 notice described a non-refundable CSM fee on Simplified Process applicants, covering distribution work up to a company benefit threshold: $225 fee with $10,000 threshold for National Grid and NSTAR (Eversource), $225 fee with $1,450 threshold for Unitil. Public August 2026 reporting (WBUR, August 19, 2026) said DPU finalized the rule and that implementation would follow in roughly two to three months. That is why this post is dated 2026-09-07: you should already be quoting it as coming, and you should confirm whether your EDC is collecting yet. [CONFIRM AS OF 2026-09-19]
Put three money piles on the customer proposal:
- Town permit and inspection fees (AHJ).
- Interconnection: application fee (often $0 on Eversource Simplified radial), CSM fee when in force, and any stated excess above the benefit threshold if the company has already identified work.
- SMART or other incentives (SPA), never mixed into CSM.
If you cannot yet know whether a transformer change is needed, say that $225 is the Simplified shared contribution once the tariff applies, and that Unitil’s covered amount is much smaller than Eversource or Grid. Do not promise “no upgrades ever.” The whole point of CSM is to pool ordinary modification costs, not to erase extraordinary ones.
What we change in the drawings
Almost nothing electrical, unless the company issues a specific modification that needs a device on the customer side. Do not add a symbol labeled “CSM.” Do not retitle the disconnect. Do not write “fee paid” in the one-line as if it were a listing. Keep the SLD about conductors, meters, inverters, and shutdown. Put a short cover note: “Simplified interconnection; CSM fee per D.P.U. 26-57 when collected by EDC; not a SMART line.” That note is for the PM, not for the fire inspector.
If the company still requires a customer-side modification (meter socket replacement, service change), that remains a drawing. Photograph the socket. Show the replacement. CSM does not make a rusty 100 A socket legal. Athol’s interconnection file and permit design still have to match. If the modification becomes a service upgrade, the town electrical permit may grow with it. Different desk, different fee, same week if you wait.
Customer language that stops callbacks
Do not tell a homeowner the $225 “buys them a transformer.” Tell them it is a Simplified shared contribution toward common distribution modifications up to the EDC’s threshold, and that they can still see a bill above that line. WBUR’s August 19, 2026 piece used a Bellingham example of a four-figure surprise under the old unlucky-customer model. We will not invent a new town or a new dollar amount. We will say the old model is what 26-57 was built to stop for ordinary Simplified work.
Do not tell them the fee is SMART. Our SMART 3.0 document post and the July 8 tariff post both keep CSM off the incentive line. SPA will not pay it as an adder. Do not tell them the town collected it. Inspectional Services did not. Statewide design context is on Massachusetts solar design services.
A building permit is not PTO. Paying $225 does not energize anything. Completion documents, meters, and written authorization still exist. If the array moved, as-built before you ask why PTO is late. Phone +1 (209) 266-2669 if a portal invoice arrived and your proposal never showed the line.
Unitil vs everyone else
Unitil’s $1,450 threshold is the number sales teams will miss. A Fitchburg-area Simplified job can still see customer-side cost after a smaller pool is exhausted. Quote Unitil as Unitil. Do not paste an Eversource $10,000 sentence onto a Unitil proposal. MLP jobs are outside 26-57’s IOU tariff story. Do not collect $225 for Wellesley because DPU was in the news.
What operations changes the week the EDC starts collecting
When the Massachusetts common system modification fee hits the portal, someone in your office has to own the invoice. It should be the same person who owns interconnection, not the person who writes town checks, not the person who files SPA. Put a job-cost code on it. If you bury $225 inside “misc permits,” you will never notice Unitil’s tighter threshold until a Fitchburg customer gets a second bill. Track EDC, path, whether CSM applied, and whether any excess above the benefit threshold appeared. That spreadsheet is how you stop quoting 2025 $0 forever.
Train sales not to say “interconnection is free on Simplified.” Train them to say “Simplified application fees may still be $0 on some radial Eversource paths, and a $225 CSM fee may apply when the EDC collects it, with extra cost possible above the company’s threshold.” That sentence is ugly. Do not change AHJ turnaround promises because of CSM. Inspectional Services did not hire extra reviewers for a DPU fee. Do not delay a town upload waiting for a CSM invoice. Clock 1 and clock 2 remain parallel after SKUs freeze. If the company refuses to screen until CSM is paid, that is a portal rule you follow, not a reason to freeze the roof plan. Pay when invoiced to the address on the invoice, the same way National Grid already told interconnecting customers not to mail random checks.
If a transformer modification is identified above the threshold, you now have a customer decision, not a drawing flourish. Show them the company estimate. Do not hide it in a change order named “electrical.” If they walk away, withdraw the application on the tariff clock so you are not the owner of a dead queue position. If they proceed, the SLD still only changes if customer-side equipment changes. Company-side work stays company-side unless they require a visible attachment on the building.
MLP jobs still ignore this fee. Expedited jobs still use Expedited fees. SMART still ignores this fee. The only drawings that should mention CSM are a cover note for the PM. Firefighters do not collect $225. Neither does CLEAResult.
Installer questions after the fee lands
Do we collect $225 at contract signing?

Can we skip the fee if we skip Simplified?
Filing Expedited to dodge $225 is how you buy a larger application fee and a longer clock. Path selection follows service and kW, not fee shopping.
