Sheet 1 is identity. Legal address, contractor licenses, equipment list, and the EDC named from the bill. If you leave the utility blank, someone will file the wrong portal. Confirm Eversource vs National Grid from the account, not from a sales map. [CONFIRM AS OF 2026-09-19] Massachusetts interconnection tariffs live on Mass.gov. Eversource’s current public Simplified path is listed inverters 25 kW AC or less on qualifying radial service. National Grid’s Massachusetts documents currently point at M.D.P.U. 1632 effective May 1, 2026. Use the set that matches the meter.
The site plan shows the building on the lot, the array, the service, and the meter. Waterfront lots need the building location, not a floating roof rectangle. If you are trenching, show the trench. North arrow and street name are how the reviewer confirms they have the right mill-conversion or two-family. Do not invent floodplain language. If the lot is mapped, mark confirm with the city. Roof plan and attachment layout
Coastal wind is a design criterion, not a vibe. Put wind speed, exposure, and risk category on the roof plan under 780 CMR as New Bedford is enforcing it, plus ground snow load for the site. [CONFIRM AS OF 2026-09-19] A racking typical from inland Worcester with a milder exposure is how clips fail review. If the manufacturer’s table does not cover your exposure and attachment spacing, you do not have a complete note.
Fire access for one- and two-family dwellings follows 527 CMR 1.00: two 36 in. gutter-to-ridge paths on separate planes, one street- or driveway-side, ridge setbacks that grow with coverage. Dimension them. New Bedford roofs we see in production work include tight two-families and commercial low-slopes. Do not copy a Boston Long Form emergency-access speech onto a simple lagged house, and do not skip paths on a three-family because the sales layout was full.
Attachment layout is the inspection: rail direction, lag diameter, embedment, edge distance, spacing, and the rafter or purlin spacing from the survey. Missing dimensions are the bounce. Conflicting callouts between a structural letter and the layout are the other bounce. Photograph framing. If you cannot, say so before the city has to.
Electrical, cut sheets, placards
The single-line has to survive the city electrician and the utility reviewer. Conductor sizes, raceways, main breaker, bus rating, backfed breaker math, disconnect location, rapid shutdown, grounding, meters. If SMART is in play, show the production meter. If storage is in play, show the battery. Incomplete cut sheets (module, inverter, racking, shutdown, ESS) are still incomplete when the roof looks done.

PE stamps stay scoped. Unusual framing, high-wind commercial, and reviewer requests go through a Massachusetts PE on the same set. Athol’s PE stamping is not a default line on every residential new bedford solar permit. Wet vs digital follows what the city accepts.
Utility packet in the same folder
File interconnection in parallel only after SKUs are frozen. Athol’s interconnection application has to describe the same equipment as permit design. Keep the one-line, the site plan, and the inverter PDF in the same folder the PM can upload without hunting Slack.
A building permit is not PTO. After inspection, the EDC still issues written permission to operate. If the array moved in the wind or the crew shifted rails, as-built the set before you ask for that letter. Intake that keeps a waterfront week
Send photos of roof planes and the service, the equipment list, the bill showing the EDC, and any historic or waterfront flag you already know. Incomplete intakes get a checklist. What “complete” means when New Bedford asks again
Complete is not “we emailed the inverter sheet last month.” Complete is one PDF (or one clearly named set of PDFs) that a reviewer can open on a city computer without chasing your office. Cover, site, roof, attachments, SLD, placards, cut sheets, licenses. If the city portal wants separate uploads, use the same file names you put in the cover index so nobody wonders whether PV-3 is missing. An index that lists six sheets and a portal that contains four is a completeness bounce wearing a polite subject line.
Coastal hardware belongs in the package, not in the truck as a surprise. If you are using a higher wind-rated clip, the cut sheet and the attachment typical have to show that clip. If you are using extra attachments at corners, the lag map has to show extra attachments at corners. New Bedford wind is why we will not copy an inland rail span onto a waterfront two-family. If the manufacturer has a coastal note, include it. If they do not, do not invent one. Ask for a Massachusetts PE when the table runs out. That is a scoped add, not a hidden fee after the city asks.
Electrical completeness includes service photos. A one-line drawn from a sales estimate of “200 A” is how you discover a 100 A main on inspection day. Photograph the meter, the main, and the interior if you can open it. If the customer refuses access, write that limitation on the SLD. The city and the EDC both deserve that honesty. What if the city asks for wet stamps and the utility wants a portal PDF?
