Pennsylvania is mixed on purpose. Philadelphia L&I is eCLIPSE. Pittsburgh is OneStopPGH. Townships using third-party UCC agencies each publish (or fail to publish) a seal rule. Pennsylvania design jobs need that agency named at intake. We have seen digital seals sail through one agency and wet-ink demanded ten miles away. Allentown versus a surrounding township is enough to change the format.
Massachusetts, Rhode Island, and Connecticut towns still include paper holdouts and digital portals. The fire district may want paper even when the building department takes PDF. Ask both. A digital electrical PE with a wet structural PE on the same job happens when two reviewers refuse to match. Plan for two deliverables rather than arguing about modernity.
What “digital” has to mean on a solar set
A real digital seal is a signature the board rules recognize, tied to the engineer, on a document that still shows a revision number. A PNG of a stamp dropped into CAD is not a seal. Flattening a signed PDF so the inspector can mark it up can destroy verification. Ask the AHJ how they want the signed file and a working copy. Keep the certificate (digital ID printout or paper pocket) with the set so closeout is not a scavenger hunt.
Revision control matters more with digital, because it is easy to email v3 unsigned and v2 signed. The accepted set is the sealed one. If the field changed modules, the next sealed PDF is the record. That is as-built work, not a Slack screenshot.
Utilities and incentives
SIR high-voltage drawings and CESIR PE-stamped single-lines need a seal the utility’s portal will store. If they want a PDF, send a PDF. If they want a wet original in a rare paper process, budget shipping. NY-Sun structural letters need stamp, signature, and date. A letter missing the date fails technical review even if the PDF looks signed.
Do not put the PE’s private key workflow on the cover sheet. Put “digitally signed, certificate attached” or “wet seal, original with AHJ” in the revision block so the clerk knows which pile to use.
Tell us the AHJ, the portal, and whether the fire district is separate. We will seal wet or digital on purpose.
Practical format traps by market
DOB NOW will not accept a wet mylar as the filing. You can still have paper field copies. Those copies are not the record unless DOB says so. Do not let a super mark a paper set that disagrees with the portal PDF. The Applicant of Record owns the digital file.
Long Island villages and some Westchester clerks still want paper. Print the digitally signed set only if they said a print of a digital seal is acceptable. If they want wet, the PE has to wet-sign. Shipping days belong on the install calendar. A Friday digital habit does not help a Monday paper counter.
Philadelphia eCLIPSE and Pittsburgh OneStopPGH are electronic, but the electrical inspection agency may still want a paper SLD in the field. Give them a copy stamped “for inspection, see sealed PDF revision X.” Flattened copies that lose the certificate cause arguments about whether the set is sealed.
PPL, PECO, and Duquesne portals store PDFs. A wet original in a Folio mailer is rare. If an EDC engineer emails that they cannot verify a digital seal, send the certificate and the method the board recognizes. Do not send a screenshot of CAD with a stamp PNG.
NY-Sun letters need stamp, signature, and date. A digital letter missing the date fails. A wet letter mailed without a copy in the portal also fails. Upload the same letter the PE signed. Do not retype it.
Fire districts that sit beside a digital building department are the classic split: building takes PDF, fire wants wet. Budget two packages. Label them. The fire set should still match the digital revision number so you do not have two truths.
Do not mix a wet structural original with a digital electrical PDF unless the clerk said that split is acceptable. Some towns want one format for the whole set. If they do, pick the stricter one. Shipping a wet electrical sheet because fire asked, while building already approved a digital structural sheet, is how revision numbers diverge.
Keep a copy of whatever you submitted, sealed, in the job jacket. Portals overwrite. Clerks lose paper. The PE’s office should not be the only place the certificate lives. Closeout and PTO both ask for the accepted set, not the latest unsigned CAD.
If you are coordinating multi-state in one week, make a format column next to the license column. NYC digital. Village paper. Philadelphia eCLIPSE. A township agency that wants wet. The engineer can do both, but not in the same PDF if the clerks disagree. Ask us to split the deliverable list at kickoff so the seal appointment is not the night before the counter opens.
