A Westchester solar PE stamp is not a county sticker you buy once and reuse from Yonkers to Peekskill. Each municipality is the AHJ. Most of them sit in Con Edison territory. Many of them adopted the New York Unified Solar Permit. The stamp still has to be a New York licensed PE or RA on the construction documents that town will examine.

If the town, fire district, or utility will not accept an unstamped set, the engineer who signs is licensed where the job sits.
When a Westchester solar PE stamp is on the USP checklist
NYSERDA’s Solar Guidebook, Section 10, tells code officials that USP construction documents include a site plan, electrical wiring diagram, structural analysis, and specification sheets, and that those construction documents must be stamped by a New York PE or RA. White Plains’ NYS Unified Solar Permit bulletin, posted on the city site, repeats the same line: construction documents must be stamped and signed by a New York registered architect or licensed professional engineer. The Town of New Castle’s USP packet uses the same sentence. That is the residential product for 25 kW DC and under in towns that adopted the form.
Eligibility still matters. USP is not a blanket for ground mounts, oversized arrays, or every battery. White Plains’ older local bulletin (installers still quote the 2014 adoption) described 14 calendar days for complete eligible packages and 7 days to flag incompleteness. Confirm the current bulletin with the Department of Building at 70 Church Street before you promise that clock. [CONFIRM AS OF 2026-09-19: White Plains current USP size cap and review days.] If the job fails eligibility, you are on a conventional building permit with whatever extra structural or zoning the town wants.
Yonkers, New Rochelle, Mount Vernon, Greenburgh, Bedford, and the river towns are not White Plains. Some adopted USP. Some amended it. Some want fire review even when the state sample says fire approval is not required for that size. Do not bid “Westchester stamp, one price” without the town name. Confirm USP adoption at intake with the building department, not with a statewide map from three years ago. If the town uses USP but your system is 28 kW DC, you are already off the form. If the town never adopted USP, you are on their conventional building and electrical applications, which may still want the same PE or RA seal plus extra copies, extra site plan notes, or a separate electrical permit. Third-party electrical inspection (NYBFU, Middle Department, or whoever the town lists) is usually required before Con Edison will talk PTO. Put that inspector on the calendar when the roof is still empty, not after the array is landed.
Network versus radial service changes the SLD the PE is asked to seal. Parts of southern Westchester sit on networked secondary. SIR Screen A, in the February 9, 2026 SIR, asks whether the PCC is on a networked secondary system. If the PE seals a radial one-line on a network service, Con Edison’s first pass is a deficiency, and the town already has a sealed drawing that is wrong. Photograph the service. If you cannot get into the vault, say so and get Con Edison’s existing-service information before the seal.
What the sealed sheets have to show
The inspector is not sealing a logo. The structural page has to speak to the actual roof: rafter size and spacing, or truss manufacturer and a PE letter if the town requires inspection of engineered trusses, snow and wind for the site, racking table, and attachment spacing with dimensions a tape can hit. Westchester snow is not Albany snow, and it is not a Florida layout. Use the load the town’s code edition cites. If the attic is a mystery, say so and get photos or a site visit before the PE is asked to invent lumber.
The electrical page has to match Con Edison’s file: inverter model, AC kW, disconnect, meter, PCC. SIR Appendix F, effective February 9, 2026, still wants a single-line for PV with component ratings and protection settings. Con Edison PowerClerk is the interconnection path for most of the county. A town-stamped SLD that disagrees with PowerClerk is a PTO problem, not a PE problem, but the PE should not be asked to seal a diagram that already conflicts with the utility application.
Placards, rapid shutdown, and conductor notes belong on the AHJ set because that is what the electrical inspector walks. Utility-only notes (network screens, CESIR clouds) stay off the building sheets. If a fire marshal in a village wants a wider path than USP sample drawings, put the path on the roof plan and let the module count drop. Do not hide a noncompliant path behind a PE stamp. The stamp does not waive fire access.
Residential versus commercial in the same town
A straightforward 8 kW asphalt-shingle USP job is a sealed residential set: site, roof, attachments, SLD, cut sheets. A 200 kW school roof in the same town is a commercial package: three-line if the service is three-phase and the utility asks, structural for a wide-flange or joist roof, possible fire alarm interface, and a longer PE review. Athol Energy’s commercial desk exists for that jump. Do not stretch a residential title block across a cafeteria roof and call it USP.
HOA and zoning extras in places like Rye or Scarsdale are real, and they do not belong as construction notes on the AHJ set unless the building department asked. Keep color, module aesthetic, and setback exhibits in an HOA folder. If zoning needs a coverage calculation, put it on the site plan the zoning officer will read, not on the SLD.
Historic overlay and steep-slope zoning show up in river villages. Those reviews can require extra site plan notes: tree removal, grading, or visibility from the road. They still are not an excuse to omit attachment dimensions. If the HOA forces a setback that kills a string, revise the sealed electrical sheet and the Con Edison kW in the same revision letter. A PE stamp on a layout the HOA already rejected is a wasted seal fee.
Snow guards, existing solar, and reroof sequencing are Westchester field problems. If the roof will be stripped next spring, the PE needs to know whether attachments hit new sheathing or old. If a second array already exists, the SLD has to show aggregate DER at the PCC, because SIR and Con Edison review aggregate, not just your new inverter. Missing the existing 6 kW on the garage is a classic deficiency.
Cut sheets have to match the sealed schedule. Incomplete cut sheets are one of the three QA misses we hunt before release, along with missing dimensions and conflicting callouts. A PE should not be asked to seal a set whose inverter cut sheet is a different firmware generation than the SLD. Town clerks will bounce that even when the math is fine.
How we coordinate the seal so the date holds
Intake: town name, whether USP applies, roof type, equipment list, Con Edison account, and whether the service is network or radial. Incomplete attics get a checklist, not a guessed 2×8. The engineer reviews the set we drafted, not a third-party PDF with missing dimensions. If you already have drawings, we can sometimes stamp after a review pass and markups. An engineer only seals work they can stand behind.
Wet versus digital follows the clerk. We keep the certificate with the set so closeout is not a scavenger hunt. If the field changes attachment spacing or inverter model, the sealed set is stale. As-builts and a revised seal come before you argue with the inspector. Interconnection forms are bundled when the Con Edison diagram has to match the stamped SLD.
