New York City is the hard yes. The 2025 NYC Solar Permitting Process Guide requires a New York PE or RA as Applicant of Record in DOB NOW: Build. That is not USP. That is not optional. FDNY geometry and special inspections ride along. If you run crews in the five boroughs, budget the design professional on every job.
Rest-of-New-York is a municipal patchwork. NYSERDA’s Solar Guidebook tells USP towns that construction documents must be stamped by a New York PE or RA. White Plains and New Castle packets repeat it. Albany-area towns often adopted USP for smaller residential systems. Buffalo’s ePermits path is Repair plus Electrical without a published USP shortcut. Confirm the town. Confirm the kW cap (commonly 25 kW DC). Ground mounts and batteries fall off the form.
NY-Sun’s April 2026 Program Manual requires, for roof jobs outside NYC DOB, structural calculations and a PE or RA letter that the roof can take the PV loads. That is an incentive document. It often overlaps the town stamp. Use one engineer and one module count.
Pennsylvania UCC is statewide; enforcement is local. Philadelphia EZ can skip plans on a narrow slice, then still demand a PE letter on trusses. Non-EZ plans need a PA PE on structural sheets, and city practice has tied a design professional to higher construction cost. Massachusetts, Rhode Island, and Connecticut are the core desk. Some towns accept unstamped residential sets until size, unusual framing, fire district comments, or wind/snow push a seal. Commercial work almost always needs one. Do not import a NYC habit into a small Massachusetts town, and do not import a small-town habit into New Haven fire review. Name the AHJ at intake.
Utility triggers that are not the building department
SIR Appendix F (February 9, 2026) seals drawings at 1,000 volts or greater. National Grid CESIR wants PE-stamped single-lines. Con Edison large DG wants three-lines and studies. PSEG LI SGIP has its own diagram rules. Pennsylvania EDCs rarely ask for a PE on Level 1 houses; they ask for computer-generated one-lines and, on PPL 2026 jobs, a DER Management Device. A utility PE request does not stamp the roof plan, and a town PE does not close CESIR. Two reviewers. One equipment schedule.
What we need before we say yes or no
AHJ name, utility, roof type, attic photos, kW, storage yes/no, and whether the job is USP, DOB, EZ, or conventional. Incomplete attics get a checklist, not a guessed 2×8. If you already have drawings, we review before anyone seals. Missing dimensions, conflicting callouts, and incomplete cut sheets are why stamps bounce. Wet versus digital follows the clerk, not the engineer’s laptop preference.
Rush exists when a failed inspection is holding a crew. Inventing framing overnight does not. Document assumptions so survey, design, and field do not argue from memory.

How we flag required versus optional at kickoff
Required means the written checklist or portal will not take the set without a licensed PE or RA. NYC DOB is required. Many USP towns are required for construction documents. SIR drawings at 1,000 volts or greater are required. Optional means that town often takes unstamped residential work, but a fire comment or a mystery attic can still trigger a seal. Likely-after-comment means we have seen that AHJ ask on similar roofs. We put that on the scope so you can bid a hold instead of eating a surprise stamp two days before inspection.
Rhode Island and Connecticut follow the same logic with different clerks. A Warwick residential PE request is not a Providence request. Hartford comments are not New Haven comments. Do not take last year’s superintendent as this year’s rule. Confirm when the AHJ is new to your crew. Massachusetts volume towns still split: some accept unstamped house sets, some want structural letters on odd framing, some want electrical PE once you leave simple load-side breakers. Name the town. Do not print a national stamp rule on a cover sheet.
Commercial and utility-scale work is a required stamp in practice even when a small town’s residential path is loose. Canopies, ballasted big-box roofs, and medium voltage are not USP. Use the commercial desk. The residential title block will not survive plan check or a utility three-line.
If two states sit in one week’s queue, two licenses are in play. A New York PE does not stamp Pennsylvania. A Pennsylvania PE does not file DOB NOW. We will not use a seal from the wrong state. That is how you get an unenforceable stamp and a bounced filing. Wet versus digital is a separate question from which license is on the seal.
Document assumptions: rafter size if measured, rafter size if guessed, snow load source, wind exposure, code edition. The PE’s file needs that. So does the argument after a failed inspection. Incomplete intakes get a checklist. That is faster than a rejected stamp and a crew sitting on the driveway.
Fire marshals sometimes force a stamp that the building department did not mention. Read the comment. Path, canopy loads, and labeling are different engineers. Map the comment to a sheet, then pick structural or electrical. Do not buy two seals because the letterhead said PE.
HOA packets do not create a PE requirement and they do not waive one. Keep them out of the AHJ set. If an HOA forces a setback that changes kW, the sealed electrical sheet and the utility application both move. A pretty HOA rendering is not a construction document.
When you are unsure, send us the AHJ name and a roof photo. We would rather tell you the stamp is optional than watch you fail a NYC filing without an RDP. The East Coast is not one rule. It is five states of clerks. Treat it that way on the bid form.
A one-page bid note we actually use: “Stamp: required / optional / likely after comment. Discipline: structural / electrical / both. Format: wet / digital. License: state of the site.” If sales cannot fill those four blanks, they should not promise a date. We will fill them after intake. That is the whole point of coordinating PE on the same desk as the drawings. If you already submitted unstamped in a town that wanted a seal, stop the install, get the review, and do not argue with the inspector that other towns do not ask. Other towns are not this town.

New York Unified Solar Permit language still points at PE or RA sealed drawings even when the clerk is friendly on the phone. Massachusetts and Rhode Island towns vary. Pennsylvania UCC shops vary.
