A solar as built PE stamp is what you need when the crew did not build the sealed permit set. The inspector measured a different attachment grid. The electrician landed a different inverter. The disconnect moved around the corner. The original PE did not bless that. Permission to operate and incentive closeout will not either if you keep uploading v1.
Athol Energy’s as-built drawings exist so record sets, incentive forms, and PTO stay aligned after field changes. PE stamping on those record sheets is coordinated the same way as the original: licensed where the job sits, wet or digital as the AHJ accepts. The original permit design is not the as-built until someone checks.
When a solar as built PE stamp is the record, not the original
A PE seal is an engineering judgment on a specific drawing revision. Athol’s PE page says it directly: if equipment or layout changes in the field, the record set has to change. That is as-builts. If the field built exactly what was sealed, you may only need photos and an inspector’s card. If they did not, you need a new revision, and if the AHJ required a seal the first time, they will not accept an unstamped “close enough.”
Structural as-builts: moved rails, different attachment count, sistered rafters that were not on the permit, ballast that was restacked. Electrical as-builts: inverter model, conductor size, interconnection method, disconnect location, settings. Do not send a structural PE a new optimizer SKU and call it done. Do not send an electrical PE a new lag-bolt pattern and call it done.
Utilities are blunt. National Grid field audit language lists construction that does not match accepted PE-stamped drawings as a failure, and says post-audit modifications need as-builts. SIR closeout still wants the built system to match what was accepted, including three-lines tied to payment milestones. Duquesne Part 1 terms say construction must follow Part 1, and unapproved changes need a new request. PECO and PPL both say resubmit if equipment changes. Interconnection PTO is not a building permit, and a building final is not PTO. Both want the record.
NY-Sun’s April 2026 Manual requires application site maps and electrical drawings with real module counts, and later as-builts that meet the same rules. A NY-Sun QA photo of 22 modules against a 24-module sealed plan is a change modification, not a debate.
How we issue as-builts without wrecking the AHJ file
Collect photos: roof, attachments, inverter nameplate, disconnect, meter, service. Collect the inspector’s comments in their words. Cloud the changes on the same sheet numbers as the permit set. Bump the revision. Send it to the PE who sealed v1 when possible. A new PE can take over after review, but someone has to own the built condition.
Do not put CESIR cost clouds on as-built roof plans. Do not put HOA colors on as-built SLDs. Keep the utility three-line and the AHJ roof plan as two exports from one updated model. If only the disconnect moved, the structural sheets may stay. If only ballast moved, the SLD may stay. QA still checks conflicting callouts across the package.
NYC DOB as-builts can mean post-approval amendments and the Applicant of Record again, especially on PTA jobs. USP towns may initial small redlines. Ask. Do not assume Brooklyn rules in Buffalo.
Inspection failure is the expensive as-built
Failed inspections idle trucks. If the fail is “not per plan,” you need the as-built or you need to rebuild to the plan. Rebuilding to the plan is sometimes cheaper. Lying that you rebuilt is how you fail the utility photo review. Pick one. Rush as-builts exist when a crew is sitting. Incomplete photos still stall the PE.

What to photograph so the PE can actually sign
Roof from two corners. Attachment at an edge and at midspan with a tape in the frame. Inverter nameplate. Disconnect and its lock. Meter and account number. Service equipment interior if the tap changed. Any sistered lumber or new sleepers. Ballast count if ballasted. The inspector’s comment page. Without those, we are guessing, and a PE should not guess.
If the fail is flashing, that may be workmanship, not a drawing change. Rebuild to the plan. If the fail is “rail spacing not per plan,” either move rails to the plan or as-built the spacing and re-seal structural. If the fail is “wrong inverter,” either swap to the permitted SKU or as-built electrical and file the utility modification. Pick one path. Doing both poorly is how PTO sits for a month.
Incentive desks (NY-Sun) and SREC desks (GATS) want the built kW. Utility desks want the built PCC. AHJs want the built attachments. One model, three exports, one PE where a seal was required originally. If the original set was unstamped, as-builts can stay unstamped unless the AHJ now asks. Do not add a PE because it feels official. Add a PE because the first set had one, or because a new comment demands it.
Revision blocks should say what changed in installer language: “Removed two modules at vent, moved AC disconnect to east wall, inverter model X to Y.” That is what the utility auditor reads. “Updated per field” is not a revision note.
If the original PE is unavailable, another licensed PE can take over after review. They may mark up more than you wanted. That is cheaper than forging a continuation of a seal that is not theirs. If the AHJ requires the original Applicant of Record (NYC), you need that person or a documented transfer in DOB NOW. Do not improvise.
PTO packages should include the as-built SLD, the inspection evidence, and the utility form. If the as-built is PE-stamped, include the certificate. If only the roof changed, do not reprint a stale electrical seal as if it covered the new inverter. Discipline still matters at closeout.
Send photos even when you think the change is small. Two modules at a vent is small in the field and large in NY-Sun kW, SIR nameplate, and a sealed module count. We would rather issue a cheap revision than watch PTO sit on a photo that does not match v1. That is the entire reason as-builts exist on this desk. If the crew is still on site, it is cheaper to move the rail back to the sealed spacing than to re-seal. If they already left, photograph and revise. Do not wait for PTO to notice.

The as-built revision note should point at v1 sheet numbers, not at a new file named final-final. If NY-Sun, the AHJ, and the EDC all need a copy, export three PDFs from the as-built model. Do not redline three different originals. That is how kW drifts again after you already paid for the second seal. If you only have time for one PDF this afternoon, update the model and export all three from that revision, even if two of the portals get the file tomorrow.
If you cannot get photos until next week, say so. A PE will not seal a guess. A delayed as-built is honest. An as-built sealed on memory is how you fail the next photo review. Wait for the pictures, then seal once. A second as-built because the first one guessed the inverter SKU is how closeout eats the margin you made on the install. Photograph the nameplate. Then seal. A solar as built PE stamp is the record the AHJ, the EDC, and NY-Sun should all receive from the same revision. If you only have time for one PDF this afternoon, update the model and export every portal copy from that revision, even if two uploads wait until tomorrow. Do not redline three different originals. That is how kW drifts after you already paid for the second seal. Keep v1 in the jacket so an auditor can see what changed, then send the sealed as-built as the living set.
