Should Solar Installers Outsource Permit Design?

Should solar installers outsource permit design? If you are running East Coast volume, the honest answer is: outsource the overflow and the ugly AHJs; keep intake and field questions in-house. It is not a moral question. It is capacity, PE access, and whether your CAD queue is the reason trucks sit.

This is written for Massachusetts, Rhode Island, Connecticut, New York, and Pennsylvania contractors, not for a national franchise brochure.

What permit design actually is

Permit design is the AHJ plan set: site plan, structural notes, electrical diagram, labels, cut sheets, local checklist overlay. It is not a sales rendering. It is not the utility interconnection application, though the one-line should match. It is not a PE stamp, though many commercial solar permits and some residential roofs need both.

If your “designer” is also answering homeowner texts, the drawings will slip.

When in-house wins

  • You have a CAD person who already knows Worcester, Providence, and Hartford checklists
  • Volume is steady enough to keep them busy without hiring a second person who then sits in February
  • A PE relationship already exists in each state you stamp
  • Revisions come back the same day because the designer sits next to the PM

In-house vs outsourced solar engineering is a staffing model. If you only work one town, in-house is simpler.

When outsourcing permit design wins

  • You crossed into a new state (welcome to NYC DOB, or to a Pennsylvania borough you have never filed)
  • Commercial work showed up and your residential template is not a commercial solar permit
  • The PE you used in Massachusetts is not licensed in New York
  • Three sales months stacked and the CAD board is eight jobs deep
  • Revisions are sitting because your designer is on a roof

Outsource solar permit design for those spikes and those jurisdictions. Keep your superintendents talking to one intake, not to a different freelancer on every job.

What a solar permit design company should have

  • Northeast AHJ memory, not only a national stamp mill
  • Ability to match interconnection one-lines (National Grid, Rhode Island Energy, Eversource, UI, Con Edison, PECO)
  • PE stamps in the states you sell, wet or digital as the AHJ requires
  • A revision process that maps inspector comments item by item
  • Turnaround that is a date, not “ASAP”

Ask for a redacted sample in the city you actually sell. A California title 24 set is not a sample.

Cost, compared honestly

In-house looks cheap until you add software, idle winter hours, PE retainer, and redos. Outsourced looks expensive until you count the week of idle crew after a reject. Bid it per job and per revision. Athol Energy publishes scope before we draft. If a town comes back with a new comment, that is a mapped change, not a mystery invoice.

Hybrid is what most production companies already do

Sales layouts in-house. Permit design outsourced when the AHJ is heavy. Interconnection packets bundled when the utility diagram must match. As-builts only when the field moved.

Should solar installers outsource permit design? If your bottleneck is drawings, yes, at least for that bottleneck. If your bottleneck is sales quality, outsourcing CAD will not save you.

Athol Energy is a solar permit design shop for those five states, with PE stamping and interconnection in the same handoff. Start with AHJ name, survey, and equipment list.

A decision grid

Outsource solar permit design when: new state, commercial occupancy, PE in a state you do not hold, backlog over your install calendar, or an AHJ you have failed twice.

Keep in-house when: one town, steady volume, designer already knows that checklist, and you have a PE for that state.

Hybrid when: you are a five-state company, which is most of the people reading this.

SLAs that matter

Hours to intake complete. Days to first issue. Days to comment response. Who speaks to the inspector. None of those are “unlimited revisions.” Unlimited revisions is how a solar permit design company disappears.

Ask for the comment-response SLA in writing. Athol Energy maps AHJ notes item by item. That is the product besides CAD.

Data security

Plans have addresses and sometimes account numbers. Ask where files live. Do not WhatsApp a bill PDF to a freelancer you found on a forum.

If you outsource, use one intake email and a shared naming scheme. The CAD is not the hard part. Finding last week’s one-line is.

First job to outsource

Do not start with your hardest NYC DOB commercial roof if you have never used the vendor. Start with a residential solar permit in a town you already know, so you can judge drawing quality. Then give them the ugly one.

Should solar installers outsource permit design forever? Only if the economics stay better than hiring. Revisit once a year. Headcount is not a religion.
