Four values decide whether a study estimate belongs to the job you think it belongs to. AC kW, export, inverter model, and voltage. Rochester Gas and Electric interconnection after October 1, 2026 sits under the revised Standardized Interconnection Requirements. The one-line is the sheet that estimate will be checked against later, when a cost matrix exists. If those four values on the drawing do not match the application, the estimate is for a different project. A matrix will not repair the mix-up.
The tariff changed yesterday and the matrix did not
RG&E's revised SIR tariff took effect October 1, 2026. This check is for drawings moving on October 2. The rulebook is the revised one. The public cost matrix is not. Matrices are due by March 31, 2027. On this date there is no published RG&E matrix to price a Rochester job from, and there is no portal screen you should describe as if that matrix were already posted.
The effective date comes from the Commission's August 17, 2026 order in Case 24-E-0621. RG&E had to incorporate the revised SIR on not less than 14 days' notice, effective October 1. What you file now is under the revised requirements. Do not name portal fields from memory. The upload has to receive the same identity as the one-line.
Matching the drawing does not make the study estimate a ceiling. The Commission did not cap the developer's payment obligation for upgrade overruns, and it did not set a single estimating formula. Utilities file proposals by January 15, 2027 for a higher-confidence estimate when a developer asks. That deadline is not a reason to delay the one-line. Freeze the four values before you apply.
What has to match on a Rochester Gas and Electric interconnection one-line
Treat the one-line and the application as one record stored in two places. A person who did not type the application should read both.
AC kW is the total inverter output the utility is being asked to study. It is not the module DC nameplate, and it is not a rounded sales figure. The one-line, the equipment schedule, and the application use the same number. If the inverter count changes, change all three before the application goes in.
Export is what can leave the site. It may equal AC kW, or it may be limited on purpose. Say which, in words and with the figure, on the one-line next to the AC kW. If they are equal, write that export is full nameplate. Silence is not a third option. A limited export that exists only in an email will not be what the study prices.
The inverter model is a string, not a product family. Manufacturer, model, and suffix go on the schedule and the application in the same characters. "Or equal" does not belong on a one-line you are about to have studied. If procurement is still choosing a model, the application is not ready.
Voltage is the service voltage the study will use. Show it at the service point on the one-line and state the same value on the application. If they disagree, stop. Confirm voltage from the account or the service equipment. Do not copy it from the last Rochester file that was open.
The title block names Rochester Gas and Electric. A Rochester street address does not prove the account is RG&E. Read the bill, then let the bill control the title block.
Where the four values drift apart
The mismatch usually starts as a convenience, and it usually starts on a sheet the study will not read.
A proposal that rounds AC kW, while the application keeps the design total, produces an estimate for the application and a signature for something else. Change the proposal before it is signed, or change the application before it is filed.
An export limit that lives only on the site plan, with the one-line still at full nameplate, will not be what gets studied. The application is usually filled from the one-line. In 2027 the one-line is also the sheet a March 31 cost matrix gets checked against. Put the limit on the one-line and in the application, in the same words.
If a distributor changes the inverter suffix after filing, and only the equipment schedule is updated, the estimate is for the old model. Catch that before the study is requested.
A template voltage copied from another RG&E job will make every later comparison, including the March 31, 2027 matrix, describe the wrong service. Read AC kW, export, inverter model, and voltage off the one-line, then off the application. They match, or you do not submit.
What you will be allowed to compare in 2027
When RG&E publishes its cost matrix, a developer will want to set it next to the study estimate and see whether the named upgrade looks like the same class of work. That only works if the estimate and the drawing are the same project. The one-line is how you show what was requested on the day the application went in: the AC kW, the export, the inverter, and the voltage.
Store the application PDF and the matching one-line as a pair. When the estimate arrives, add it and write the four values on the folder. If the project changes after the estimate, make a new pair. There is no formula that scales an old estimate to a new kilowatt total, and no cap that makes the old number safe to reuse.
Estimate-versus-actual reporting for the prior five calendar years begins March 31, 2027. That report is the utility's. Your pair of files is how this project stays comparable.
Freeze the set, then send it
Athol prepares the interconnection drawings and the PE stamp when the RG&E package needs a New York PE. The installer files the application and builds the project. Freezing the four values is a drawing action. Revise the one-line, match the equipment schedule, and stop editing those fields.
The production path is interconnection drawings, with PE stamping when a stamp is required. How those drawings sit next to the cost rules is covered in SIR cost transparency drawings and the August 17, 2026 cost order. Work for a different New York utility stays on its own title block through New York solar design services. An RG&E estimate does not travel with another utility's one-line.
Match AC kW, export, inverter model, and voltage. Then the study estimate is about this project. When the matrix is published, it will have a one-line it can be read against.
