PSEG Long Island solar interconnection dies in Power Asset Management when the diagram shows a SIR header, a Con Edison network protector, or a single-line on a three-phase service. Long Island is LIPA territory. The rulebook is SGIP. The portal creates a PAM ID. If you file a statewide SIR packet here, the first comment is “wrong utility,” and the town permit you already pulled does not save you.
Athol Energy’s Long Island solar permit design and interconnection work sits on the same New York queue as the five boroughs, with a different utility checklist. Nassau and Suffolk building departments still want a constructible roof plan. PSEG LI still wants a diagram that matches the existing service. Those are two reviewers. They should see one equipment list.
PSEG Long Island solar interconnection documents that stall PAM
The SGIP landing page, reviewed September 2026, describes LIPA’s Smart Grid Small Generator Interconnection Procedures for new or modified DG 10 MW or less aggregated on the customer side of the PCC. Applications go through the web portal. Self-install customers without a contractor are told to email Power Asset Management at [email protected] or call 516-949-7004. Production installers should not use the self-install email as a workaround for a half-built portal file.
PSEG LI’s applications page lists the package in installer language. Standardized application, signed. Standardized contract (Appendix A) signed by the customer, not the agent. System diagram: three-line for three-phase, including PCC wiring and an exact representation of existing utility service; one-line acceptable for single-phase. Inverter manufacturer data sheet. UL 1741 certificate of compliance. Site control documentation. If new service, a site plan with the interconnection point on a satellite image. If existing service, account and meter numbers. Project narrative, including multiple DG systems on the same site. Technology type, fuel/configuration, total AC kW. Net metered, remote, or community net metered, plus metering configuration. Manufacturer verification test procedures if required.
Appendix F on the documents page is the application checklist. Appendix B is the standardized application for inverter-based systems. The SGIP FAQ, still posted in 2026, says Appendix B is completed for single-phase inverter DG 25 kW or smaller, and that certified inverter systems above 25 kW up to 200 kW may be considered under the expedited process in SGIP Section I.B with a completed Appendix C. Read the current FAQ and the current Appendix before you pick B versus C. Size and phase are not the same question as NY SIR’s 50 kW fee split.
Portal training from PSEG LI walks through account number, last name, and zip to prefill customer data when an account exists. For new service, fill the fields yourself. After “Start Application,” a PAM ID is created. Upload the initial documents, then submit. Searching later is by address or application number. If your PM tracks jobs by town permit number only, add the PAM ID to the job jacket the day it is created.
The diagram mistakes we keep correcting
Exact representation of existing utility service means a photo-backed sketch, not a generic 200 A overhead. Long Island has underground services, underground networks in places, and overhead that does not match the sales photo. Show the meter, the service lateral, the existing main, and the proposed PCC. If you are adding a line-side tap, say so. If you are load-side, say so. If the AC disconnect is on the opposite side of the house from the meter, the site plan has to show the walk a PSEG tech will take.
Three-phase commercial rooftops need the three-line even if the town accepted a one-line for the building permit. Do not fight that. Produce a municipal electrical sheet the AHJ can read and an SGIP three-line PAM can review. Shared schedule: same inverter, same kW AC, same module count. Extra PCC detail stays on the utility sheet, titled so a town clerk does not treat it as a construction change.
UL 1741 on the certificate has to match the inverter model on the diagram. SGIP documents still say UL 1741, current revision. SIR Screen B statewide now cites UL 1741 SB. Confirm PSEG LI’s current inverter list and whether SB is required for the queue date you are filing. Do not “close” with a different SKU and hope the meter tech does not read the nameplate.
Town permits on the same island
Long Island permitting is town and village AHJs across Nassau and Suffolk. Brookhaven, Hempstead, Huntington, Islip, Oyster Bay, and the rest do not share one portal. Many have adopted the New York Unified Solar Permit for eligible residential systems. Athol Energy’s Long Island page is explicit: confirm USP at intake because it changes the deliverable list. Wind exposure on the South Shore is a structural note, not a utility note, but a racking change after SGIP approval is both.
A complete permit design package for these jobs is still site plan, roof plan, attachment layout with dimensions, electrical single-line with conductor and conduit notes, cut sheets, and AHJ placard notes. The SGIP diagram is extra, not a replacement. If the town wants PE or RA stamped construction documents under USP, that seal does not automatically satisfy PAM, and a PAM acceptance does not stamp the town set.
South Shore wind is the structural comment that shows up after a pretty sales layout. If the PE increases attachment density or drops a row for edge zones, PAM has to see the same module count. File the town revision and the SGIP modification together. Do not let the crew install the PE set while Power Asset Management still has the sales kW. Village AHJs inside a town (think a village clerk who does not share the town portal) need their own cover sheet. The PAM ID does not care which clerk, but your job jacket should.
Remote net metering and community net metering are checkboxes on the SGIP application. If the project is a standard behind-the-meter house, say so in the narrative. If it is not, the metering configuration on the diagram has to match Appendix documents for remote net metering. A house SLD with a community narrative is an incomplete file, not a creative one.
Fees, payments, and what not to invent on the SLD
The applications page lists $750 for 50 kW to 5 MW, payable to PSEG Long Island, mailed to Power Asset Management, 1st Floor East Office Building, 175 East Old Country Road, Hicksville, NY 11801-4257, Attn: Don Mathew, Manager. The SGIP FAQ (updated August 15, 2022 on that page) also describes credit card payment in the portal dashboard and ACH arranged through [email protected]. Do not print a fee on the electrical sheet. Do not guess a residential fee. Confirm the current SG SGIP fee schedule in the documents list when you bid.
Direct Transfer Trip and SCADA telecom specifications live on the same documents page. Those are not residential microinverter notes. If PAM’s review says DTT, that is a design change and a PE problem, not a sticker on the existing one-line. Stop the AHJ set from claiming “no utility upgrades” if PAM has already said otherwise.
NY-Sun Long Island incentive files want a site map and electrical drawing that agree with both. If NYSERDA sees 24 modules and PAM sees 22, you will own a change order in two portals. Keep one equipment schedule and export views. New York design services are built for that split.
Closeout is a second package
Appendix L is the Small Generator Certificate of Completion. The FAQ’s estimated service date is when you expect the system installed and inspected by the wiring inspection agency, and when you expect the standardized testing. Do not energize for the customer before PSEG LI finishes its process. A town final is not PTO.
If the field flipped a string, moved a disconnect, or swapped an optimizer, as-built drawings have to hit PAM before you argue with the meter department. Witness test or field audit comments should map to a cloud on the three-line, not a text thread. Storage, if added later, has its own Appendix J path. Draw the battery, the PCC, and the operating mode before you call it a “solar-only” closeout.
Send the PSEG LI account number, phase of service, town AHJ, equipment list, and target install week.
