Professional engineer solar stamps on the East Coast are a state-by-state and town-by-town problem. The PE must be licensed where the project sits. The seal shape, the digital rules, and whether the building department wants wet ink all change. This is the five-state cheat sheet we use internally. Confirm the board and the AHJ before you print.
Massachusetts
Board of Registration of Professional Engineers and Land Surveyors. 250 CMR 5.04 covers use of the seal. Practice materials describe a 1-1/2 inch circular seal with the licensee’s name, number, “Registered Professional Engineer,” and “Commonwealth of Massachusetts.” Electronic seals are permitted when they meet authentication rules: unique to the licensee, verifiable, tied to the document so a change voids the signature, private key under the licensee’s control.
Many Massachusetts towns take electronic plan review. Some still want a wet set at inspection. Ask ISD or the building clerk. Structural PE is common because of snow and old housing stock. See also our Massachusetts permit guide.
Rhode Island
430-RICR-00-00-1. Stamp/seal of the department’s design, name, serial number, “Registered Professional Engineer,” discipline if applicable. Rhode Island is the square-stamp state (board-specified dimensions). Final drawings get signed and stamped. Electronic signatures and seals are allowed for agencies that accept electronic records under UETA, encoded against unauthorized use. Original signature and date, or electronic stamp and date, on final seal imprints.
Providence electronic intake does not guarantee a wet-ink-free inspection. Check.
Connecticut
Connecticut PE board rules plus the local building official. Eversource and UI do not replace the PE requirement when the AHJ asks for sealed electrical or structural sheets. Digital vs wet is the city’s call on top of the board. Hartford and New Haven are not interchangeable.
New York
New York State PE license. NYC DOB is its own universe of professional certification and posting. Upstate towns may want wet stamps on a residential structural letter. Long Island adds another set of habits. Do not send a Massachusetts circular seal on a Queens job. The engineer of record must be a New York PE.
Pennsylvania
Pennsylvania PE license. Philadelphia and Pittsburgh processes differ. Chapter 75 interconnection does not, by itself, stamp your drawings. The EDC wants IEEE 1547 / UL 1741 equipment. The city may still want a PE on the building permit set.
Wet vs digital, practically
- If the portal accepts digitally signed PDFs and the board allows them, use a real cryptographic seal, not a scan.
- If the inspector wants a physical set in the truck, print wet or embossed as that town defines it.
- If you are unsure, produce digital for intake and a small wet package for the field. Cheaper than a failed inspection.
One engineer, five states?
Only if they hold five licenses or you use five PEs. Athol Energy’s PE stamping is built for that map. Permit design sits underneath so the sealed content is the same model as the unsealed CAD.
Professional engineer solar work is licensed locally. A national PDF with the wrong seal is a reject, not a starting point.

A field kit that avoids failed inspections
Keep a printed issued set in the truck even when the city accepted digital. Labels, one-line, site plan. Inspectors in smaller Pennsylvania boroughs and some Rhode Island towns still want to hold paper.
If the only seal is cryptographic on a tablet the superintendent did not bring, you will reschedule.
Multi-state companies
Do not keep one “universal” seal PNG. It will be the wrong shape in Rhode Island and the wrong legend in New York. Professional engineer solar work is local. Athol Energy’s stamping workflow is one job, one state, one license.
If you expand into a sixth state, add a PE before you add a salesperson. Wet vs digital is a later question. License is the first.
Board websites change. If this page and the board disagree, the board wins. We will update a job when the clerk tells us they want wet this year.
Connecticut, New York, Pennsylvania in one breath
CT: ask the building official; Eversource PowerClerk is not the PE board. NY: NYC DOB electronic filing is not the same as a North Country town counter. PA: Philadelphia electronic vs a borough that wants wet ink on the structural letter. Professional engineer solar stamps follow the clerk in front of you, after they follow the board.
If a town rejects a digital seal, do not argue cryptography in the lobby. Print wet, resubmit, and note it for the next job in that AHJ. Professional engineer solar delivery is a clerk-satisfaction problem as much as a board-rule problem.
