October 1, 2026 is the day NYSEG's revised SIR tariff becomes effective. It is not the day a Binghamton application, or an Ithaca application, becomes financing-grade. A lender wants a cost that will hold. The NYSEG interconnection application you can file today can be complete enough to study and still have no such cost attached to it. The higher-confidence estimate method is a proposal the utilities must file by January 15, 2027. Today's drawing does not wait for that proposal. It has to be complete enough to be studied under the tariff that takes effect today.
A tariff date is not a financing date
The Commission's August 17, 2026 order in Case 24-E-0621 required NYSEG to file tariff amendments on not less than 14 days' notice, effective October 1, 2026, incorporating the revised Standardized Interconnection Requirements. Today that effective date arrives. A coherent drawing set is still what gets the project studied.
Financing-grade would mean you can tell an owner what the utility upgrades will cost and that the number will not move. You cannot say that from the tariff date. Cost matrices are not due until March 31, 2027. The January 15, 2027 filing is a proposal for how NYSEG will give a higher-confidence estimate when a developer asks. The Commission did not set a single estimating formula, and it did not cap the developer's payment obligation for upgrade overruns. A complete application gets a study. It does not get a ceiling.
Keep two tests separate. One is whether a reviewer can study the set without guessing the equipment, the point of connection, or the export. The other is whether someone can lend against the upgrade cost. You can pass the first test today. That is not a claim that you passed the second.
Southern Tier means the NYSEG account, not a nickname
Southern Tier here means NYSEG territory around Binghamton and Ithaca. It is not a drawing style, and it is not every upstate utility. A Syracuse account on National Grid is a different tariff on this same day. A parcel near either city still has to show NYSEG on the bill before this application set is the right one.
Put the municipality on the site plan and NYSEG on the one-line. If the customer says Southern Tier and the bill names another utility, follow the bill. A shared template is how Binghamton work picks up the wrong company name.
Do not write a NYSEG form number unless you are copying it from instructions open in front of you. The set below is complete in plain language, which still works when a screen gets relabeled.
What a complete NYSEG interconnection application drawing set contains
Five pieces. All of them are ordinary. None of them is optional if you want the study to describe the project you mean to build.
One-line
The one-line is the path from the array to the NYSEG service: inverters, the disconnects you provide, the utility connection, AC rating, and voltage. A reviewer should be able to read it without the sales proposal. If the one-line and the application disagree, the study follows one of them. Build both from the same equipment list on the same day.
Site plan
The site plan places the array, the inverter and disconnects, and the service equipment on this Binghamton or Ithaca parcel, with the run from array to service visible. Do not invent a zoning dimension, and do not borrow a setback from a comment in another town. If a board wrote a condition, draw it from that document.
Equipment data
Equipment data names modules and inverters: manufacturer, model, quantity, and the AC and DC ratings the application will use. If the data is on both the one-line and a schedule, the suffix matches in both places. "Or equivalent" is not equipment data. If procurement is still choosing between two inverters, the application waits.
Point of common coupling
The point of common coupling is where the customer system and NYSEG meet. Label those words on the one-line, and make the spot locatable on the site plan. Say whether that point is at the existing service equipment, at a utility pole, or at utility metering. Do not draw a basement disconnect and call it the coupling when the coupling is somewhere else.
Export note
When export is less than nameplate, state nameplate AC and the export limit as two figures, and state that the difference is intentional. Tie the note to the limiting function on the equipment you specified. If export equals nameplate, write that export is full nameplate. The application carries the same pair of figures. A site-plan-only note will not be what gets studied.
The permit set is a different reviewer
A Binghamton or Ithaca building permit is not the NYSEG application. The same inverter model should appear in both, because it is the same building. The sheets still answer different questions. The permit set is how the city or town reviews the installation. The NYSEG set is how the utility sees what it is being asked to interconnect. Athol prepares both. The installer submits each set to the office that reviews it.
Do not staple an older permit set to the application and call the package more complete. Extra sheets that contradict the one-line make the application worse. If the permit set is on an earlier revision, keep it out of the utility upload. Send NYSEG the five pieces above, current. Send the municipality its own set.
When a New York PE stamp is required on the interconnection drawings, stamp the set NYSEG will see. A stamp on a permit sheet that still shows an old export limit does not repair the application. PE stamping and interconnection drawings are that utility set. Permit design is the municipal set. The SIR frame is New York SIR interconnection, and the wider drawing practice is New York solar design services.
What January 15 will not finish
On January 15, 2027 NYSEG is due to file a proposal for a higher-confidence cost estimate. The date is not the day a Binghamton upgrade becomes financeable. You still have to read what was filed. No formula and no cap on overruns arrive automatically with that deadline.
March 31, 2027 is the first due date for the cost matrices and for estimate-versus-actual data covering the prior five calendar years. Keep the application drawings with the estimate if you want your own comparison later. Do not pause an Ithaca study until the matrix exists.
Complete, on October 1, means the one-line, the site plan, the equipment data, the point of common coupling, and the export note when export is below nameplate. Financing-grade is a separate claim, and the tariff date did not give it to you. Draw the set a reviewer can study. Do not describe that set as a price the lender can hold.
