NYC DOB Solar Permit vs Upstate AHJ Plan Submittals

An NYC DOB solar permit is a licensed filing with a design professional of record, not a town PDF you email to a clerk. If your crew just finished a 10 kW Unified Solar Permit in a Capital Region village, the five-borough package is a different product: different portal, different licensees, different roof geometry, and a Con Edison file that still has to match the drawings.

What an NYC DOB solar permit file actually contains

The 2025 NYC Solar Permitting Process Guide (Sustainable CUNY / NY Solar Map, dated in the filename as 4/2/25) is the installer-facing map. All solar PV projects in NYC need construction and electrical permits from DOB. Solar files as an Alteration job type in DOB NOW: Build. BIS filings are no longer accepted. The Registered Design Professional, PE or RA licensed in New York, is the Applicant of Record, submits the filing, and seals the documents. Filing representatives can prepare the application. The owner certifies required statements in the same portal.

DOB’s design professional project page, reviewed September 2026, tells the applicant to review existing electrical, rooftop, and structural components before submission. Drawings have to describe the work clearly enough for code review. Special and progress inspections are identified before approval. The owner typically engages a registered Special Inspection Agency before permit issuance. If the project is chasing the solar Property Tax Abatement, a DOB final inspection and final sign-off are part of that path. Non-PTA jobs may close differently. Put the inspection list on the drawing index so the field does not discover a special inspection after the array is landed.

Electrical work is a separate permit issued to a NYC licensed master electrician. Construction work is issued to a NYC licensed general contractor. DOB’s registrant solar page states LMEs need a place of business in New York City, not a home office. If your electrician is licensed upstate and thinks a reciprocal stamp will pull the NYC electrical permit, stop and check the license before you promise a start date.

FDNY geometry comes before module count

City Construction Codes and FDNY rooftop access rules, including a 6-foot clear path and roof hatch access, decide how many modules fit. Brooklyn brownstones, Queens attached rowhomes, and Manhattan commercial roofs fail the same way: the sales layout ignored the path, then the PE had to delete strings. Draw the hatch, the parapet, the bulkhead, the fire escape, and the path first. Then place modules. Attachment dimensions belong on that roof plan so the inspector can measure, not on a typical detail that never got a grid.

If the building is in a historic district, landmarks review is another clock. It is not a DOB NOW work type you can hide inside Solar. Call it at intake. The same is true for buildings where Local Law solar-or-green-roof rules apply to new construction. Those jobs are not a residential reroof plus ten modules.

What upstate AHJs actually ask for

Outside the five boroughs, the authority having jurisdiction is the city, town, or village building department. NYSERDA’s Solar Guidebook, Section 10, still frames the Unified Solar Permit as a voluntary municipal tool. Participating towns use a standard application for eligible systems, commonly 25 kW DC and under. The Guidebook’s construction document list is a site plan, electrical wiring diagram, structural analysis, and cut sheets for modules, inverter, and racking. It also states those construction documents must be stamped by a New York PE or RA. The local code official sets the depth of review.

That stamp line surprises crews who work in Massachusetts towns that accept unstamped residential sets. New York’s unified form is “streamlined,” not “unstamped.” Confirm whether the town adopted USP, whether your kW is inside the cap, and whether ground-mount, battery, or a steep structural question knocks you into a conventional building permit. Albany and many Capital Region municipalities have adopted USP for smaller residential systems. Buffalo’s ePermits portal, reviewed September 2026, lists solar as two permits, Repair and Electrical, and does not publish a separate USP path. Upstate electrical inspection is often a third-party agency. The utility will not issue PTO on a passed building inspection alone. Sequence the municipal permit, the SIR interconnection, and the electrical inspector so the National Grid or NYSEG file is not waiting on a missing sticker. Where the two packages must still match

Equipment, address, and operating notes have to be the same story for DOB, the upstate AHJ, and the utility. Con Edison covers most of the five boroughs. National Grid, NYSEG, RG&E, Central Hudson, and Orange & Rockland cover the rest of the state, with PSEG Long Island as its own island process. A DOB-approved inverter that is not the inverter on the PowerClerk SLD will stall PTO. An upstate USP set that shows 22 modules after the National Grid application was filed at 24 modules will stall PTO the same way.

Permit design for NYC includes a drawing index formatted for DOB NOW, structural analysis the Applicant of Record can seal, FDNY-compliant roof plans, and an electrical diagram that can be copied into Con Edison without rewriting the PCC. Upstate packages include the USP form or the town’s conventional application, the same site/roof/attachment/electrical set, and cut sheets. PE stamping is coordinated on that set, licensed in New York, wet or digital as the AHJ accepts.

Do not put Con Edison CESIR cost tables on a DOB roof plan. Do not put DOB special inspection matrices on a town USP form. Keep HOA color boards out of both unless the town asked for them. The field needs one roof plan they can build. The reviewer needs one index they can stamp. Everyone else gets an exhibit, not a second construction set.

Inspections, PTA, and the as-built trap

NYC special and progress inspections are named before permit issuance. If the Applicant of Record checks structural stability, firestop, or electrical special inspection boxes that the field never scheduled, the job dies at sign-off, not at plan check. Put the inspection matrix on the drawing index with the agency name once the owner hires them. Upstate third-party electrical stickers are simpler, and crews who only work USP towns forget that a DOB special inspection is not the same vendor as a Middle Department sticker.

Property Tax Abatement jobs need a DOB final inspection and final sign-off. That is a city inspection, not a contractor self-certification you can skip because Con Edison already swapped the meter. If the installed array drifted from the approved layout, the as-built has to go through the Applicant of Record before anyone books that final. Upstate, a field change might be a redline the inspector initials. In the five boroughs, a field change without a post-approval amendment is how you lose PTA and still owe the PE another pass.

As-builts for PTO are a third copy of the truth. Con Edison wants the equipment it accepted. DOB wants the equipment it permitted. NY-Sun, if you used it, wants the equipment NYSERDA approved. Change one optimizer SKU and you own three portals. Capture the field with photos of the service, the disconnect, the roof path, and the inverter nameplate, then revise the sealed set. Do not send the original permit PDF to Con Edison and hope nobody counts modules.

Interconnection timing versus the DOB clock

You can file Con Edison while DOB NOW is in progress. You cannot energize on a DOB permit. Permission to operate is the utility letter after inspection. If PowerClerk is waiting on a three-line because the service is three-phase, that three-line should already match the DOB electrical sheet. If DOB comments cut four modules off the street-facing plane for FDNY, update PowerClerk in the same week. Leaving the utility application at the old kW is how a “approved” interconnection becomes a modification after the truck is loaded.

Storage on an NYC roof is not a USP battery checkbox. ESS drives different FDNY and DOB work, and it changes Con Edison’s application. Say battery at intake. If the sales team added a wall-mounted battery after the PE sealed a PV-only set, stop. That is a new scope, not a cloud on sheet E-002.

Intake that keeps the wrong portal from starting

Name the borough or the town, not “New York.” Name the utility. Send roof photos that show the hatch and the parapet, not just the south plane. Send the equipment list and whether PTA, NY-Sun, or both are in play. If a filing representative already has the DOB NOW job, tell us who the Applicant of Record is so we do not draft sheets that person cannot seal.

Turnaround is not a statewide number. DOB queue, special inspections, and FDNY comments are a city calendar. A USP town that adopted 14-day completeness language is a different calendar. Rush lanes exist when a failed inspection is holding a crew, but a missing LME or a missing RDP cannot be rushed into existence. Scope that at kickoff.

If you only remember one split: the NYC DOB solar permit is a sealed DOB NOW filing with city licensees and FDNY geometry. The upstate AHJ is a municipal permit, often USP, still often PE or RA stamped, tied to a different utility portal. Draw for the reviewer who will open the folder, then make the interconnection diagram tell the same equipment story.
