How we answer Lowell solar permit comments without a redraw
Send three files: the comment letter, the exact PDF that was submitted, and any photos the inspector already took. If you only send a verbal summary of “they hated the roof,” we will guess, and guessing is how you get a second letter. Sort the letter before you draft. Roof comments are setbacks, snow-load criteria, attachment spacing, and fire paths under 527 CMR 1.00. Electrical comments are conductor size, disconnect, rapid shutdown, and service math under 527 CMR 12.00 as adopted. Admin comments are license numbers, HIC, worker’s compensation affidavits, and missing cut sheets. Mixing those piles in one paragraph is how a structural note gets “answered” with an inverter PDF.
Fire paths still need widths you can scale. If Lowell marked the street-side plane, cloud that plane. Older mill-adjacent housing and triple-deckers make 36 in. expensive. Cut modules on that plane rather than claiming the path exists in a note. Snow load belongs as a 780 CMR design criterion for the site, not as a leftover from an eastern Massachusetts job. Attachment comments are about dimensions: lag diameter, embedment, edge distance, rafter spacing from the survey. If you never opened a soffit, say “spacing assumed, field verify” only if the reviewer will accept that. Many will not. Photograph the framing and put the number on the layout. National Grid holds are comments too

Use those exhibits. Public process pages describe about 10 business days for completeness review of a Simplified package and 15 business days for simplified screening, then conditional approval and a later completion-document review. Those are tariff clocks, not a promise on your contract.
If National Grid holds the case for a line diagram issue, answer that issue. Do not upload a prettier roof plan. Show the actual main breaker, meters, inverter SKUs, and disconnect. When a Lowell comment is actually a PE request
Sometimes the letter is asking for calculations or a registered design professional. That is not the same as a missing dimension. Athol coordinates PE stamping on the revised set, licensed in Massachusetts, wet or digital as Lowell accepts. We will not seal the rejected typical and send it back. Fix the layout, then seal what can be stood behind.
A PE stamp is not always required. If the comment is a cut sheet, send the cut sheet. If it is a license block, fix the block. Inflating every Lowell letter into a structural package is how you miss the week and still fail the original note.
Closeout after they accept the revision
A cleared resubmittal is not PTO. After inspection, National Grid still wants completion documents, meter work, and written authority to interconnect. If the field array does not match the approved revision, stop and as-built. Do not ask DG chatter to bless a moved array with no drawing.

Comment types we refuse to blur
A completeness bounce is not a technical disagreement. If Lowell wants a worker’s compensation affidavit, send the affidavit. Do not revise the roof plan as a substitute. If they want a cut sheet, send the model that is on the bill of materials, not a “similar” inverter from last year’s stock. Incomplete cut sheets are how a simple admin comment becomes a two-week electrical fight.
Technical comments deserve clouds. Admin comments deserve attachments. Utility comments deserve portal uploads. Three desks, three answers. We have sat through AHJ comments that were really National Grid holds forwarded by a PM who thought Inspectional Services owned the one-line. Split the letter. If both desks marked the inverter SKU, change the SKU once and tell both desks.
Lowell housing stock includes older two-families and tight lots. Fire-path comments on those roofs are expensive. Decide at intake whether the sold module count can survive 36 in. paths. If it cannot, tell sales before the first upload. A first-round denial that says “provide access” is cheaper than a second-round denial after you already told the customer the original count was approved. The same logic applies to snow-load criteria. Put the 780 CMR numbers on the first roof plan so the comment never appears.
