Connecticut NRES solar files fall apart when the bid says 1,200 kW AC, the single-line says 1,150 kW, and the site plan still shows last year’s string inverters. Non-Residential Renewable Energy Solutions is a PURA tariff with RFPs. The EDC still interconnects you under the state guidelines. If the SLD disagrees with the bid, you have a program problem and an interconnection problem on the same day.

Connecticut NRES solar single-line items that must match the bid
Nameplate AC is the first match. NRES eligible projects have been capped at 5 MW AC and must qualify as Class I under Conn. Gen. Stat. Section 16-1(a)(20), as described in program manuals (Year 3 manual language still widely circulated; use the live Year 5 manual on the day you bid). If you derate inverters on the SLD to pass a transformer limit, the bid kW has to be that derated number, or you have to change the equipment. Silent derates are how you win a bid you cannot interconnect.
Existing versus proposed: NRES webinar tips said submit a complete, consistent, correct application; visit the site; show existing and proposed equipment on the site plan and one-line. If there is existing DG, draw it. If the service is 480 V, draw 480 V. If the meter is indoors, draw the required outdoor relocation rather than hoping the EDC will not notice.
PE seal: accurate one-line, PE stamped if AC rating over 50 kW. That sentence from the Year 3 RFP webinar is the working rule we follow unless the live EDC page says otherwise. UL 1741 SB inverters on the cut sheet and the SLD. Insurance certificate before contingent approval, site control form, signed application, electronic fee. Those are intake items that sit next to the drawing. A beautiful SLD with no site control is still incomplete.
Metering the SLD has to confess
Program manuals have distinguished behind-the-meter projects at or behind the customer’s delivery point from Buy-All projects that interconnect front-of-the-meter / standalone with an associated EDC revenue/production meter. Beneficial-account allocations can sit on properties without existing load. If you bid Buy-All, the SLD cannot show a simple load-side breaker in a building panel as the only meter story.
EDC metering guidelines and metering diagrams are mandatory reading. NRES slides reminded applicants that the diagrams are not construction drawings, that metering (production or revenue) must be wired with the LINE side facing the utility, and that instrument-rated services greater than 400 A, 480 V services, or network services that are hot-sequenced must be upgraded to cold-sequenced (utility, then main disconnect, then metering). Show that sequence. Behind-the-meter systems have also been told not to interconnect through a meter socket or instrument-transformer cabinet; connect outside metering equipment. If your SLD shows taps inside the CT cabinet, redraw it.
Production meter location, utility AC emergency disconnect at ground level with 24/7 access near the revenue meter, and outdoor grouped meters: UI’s NRES metering guidelines have been explicit. Put those devices on the site plan and the SLD. A disconnect on a roof hatch that UI cannot reach is a comment you will get.
Bid portal versus interconnection portal
Eversource states the NRES program bid and the interconnection application are separate requirements. School solar on Eversource has required a completed pre-application checklist and a fully executed interconnection agreement before bid submission. If you are in that category, the SLD in the IA is the SLD in the bid. Changing modules after IA execution is a material change, not a purchasing win.
UI has used the Fast Track and Study application as a bid portal in program years. Read the live UI NRES page. Do not file a 25 kW residential RRES one-line for a 2 MW NRES canopy.
Buy-All process notes from Eversource/UI tips: Customer Care may issue a field work order earlier; the applicant’s qualified electrician meets distribution engineers on site; contingent approval / IA may wait on field-engineering design approval. Your SLD has to be something a field engineer can stand in front of. Unreadable PDFs fail that meeting.
Interconnection remains PURA guidelines: Fast Track up to 2 MW with a $500 application fee on Eversource’s public table, study above 2 MW at $1,000, plus actual study costs. Confirm live fees. [CONFIRM AS OF 2026-09-19] Interconnection packaging is the same desk as the SLD.
AHJ set versus NRES SLD
The municipal commercial set still needs fire pathways, structural PE, and the CT PV supplement. The NRES SLD can be cleaner but cannot contradict the AHJ one-line on nameplate, voltage, or disconnect. Commercial and utility design is the extra-drawing path. Connecticut design is the state hub.
If interconnection review forces a transformer or a reduced nameplate, update the bid office the same day. A selected NRES project that cannot interconnect at the awarded kW is a contract problem you do not want to discover at equipment order.
Comments we answer: bid kW ≠ SLD kW, missing PE over 50 kW AC, Buy-All drawn as BTM, hot sequence on a 480 V service, indoor meter, SB listing missing, existing DG omitted, and school bid without an executed IA when the checklist required it. Fix the SLD and the form together.
NRES SLD redlines we issue before the bid portal opens
We print the bid form kW AC, the inverter schedule, and the SLD nameplate on one proof sheet. If they disagree by even 10 kW, the file does not go out. Derates for transformer limits must appear as a note and as a number, not as a hope in an email.
Existing service walk: voltage, ampacity, sequence (hot versus cold), meter location, and whether the service is network. Indoor meters get a proposed outdoor pad on the site plan. 480 V hot sequence gets a cold-sequence redesign. Taps inside CT cabinets get removed from the SLD. Those three comments are in the webinar tips because people still miss them.
Buy-All field meeting: the SLD has to be readable on a phone in a switchgear room. Tiny unreadable PDFs fail that meeting and delay CA/IA. Put device IDs that match the gear labels in the building if you can get them.
PE seal over 50 kW AC: Connecticut electrical PE, dated after the last functional change. A seal dated before you moved the PCC is not a seal. Cloud the change, restamp, resubmit.
UL 1741 SB: the cut sheet and the SLD listing have to match the SKU purchasing will order. A leftover 1741-SA inverter on a 2026 NRES job is a comment. If purchasing wants a different SKU after bid, that is a program and interconnection change, not a warehouse win.
School and municipal extras: executed IA, pre-application checklist, whatever the live Year manual says. The SLD in those PDFs must be the SLD in PowerClerk. Three versions is how you win a bid you cannot build.
AHJ fire pathways stay on the municipal roof plan. The NRES SLD should not become a fire drawing. But the disconnect UI can reach at grade still has to appear on both. One device, two sheets, same coordinates.
When CESIR or Fast Track modifications cut the nameplate, call the bid manager the same day. A selected project that cannot interconnect at awarded kW is worse than losing the bid.
Insurance certificates expire. If contingent approval needs a current certificate, a bid-time PDF from last year fails. Calendar the expiration against the expected CA date. Site control letters signed by the wrong officer fail the same way. Put the signer title next to the name.
Conductor sizes and breaker ratings on the NRES SLD have to match the AHJ electrical plan. A 400 A note on the utility sheet and a 200 A note on the city sheet is a field fight. QA here is the same as residential: missing dimensions, conflicting callouts, incomplete cut sheets. C&I just has more sheets to fight on.
