A one-line for a Central Hudson customer in Kingston is the sheet that will still be in the job folder when a public price list finally exists. Central Hudson SIR cost matrices are not on the portal. They are not due until March 31, 2027. The revised Standardized Interconnection Requirements are already the tariff, effective October 1, 2026. Poughkeepsie, Kingston, and Catskill are the Hudson Valley towns installers use as a mental map of this service territory. They are not office addresses, and a town name is not a substitute for the account. The study estimate in the file is a CESIR figure with no matrix beside it. If the upgrades are one lump sum, the matrix will have nothing itemized to sit next to.
That is the drawing problem this week. The tariff changed. The audit tool did not arrive with it.
The October 1 tariff in Central Hudson territory
On August 17, 2026 the Public Service Commission issued its order in Case 24-E-0621. Central Hudson, Con Edison, NYSEG, Niagara Mohawk (National Grid), Orange and Rockland, and Rochester Gas and Electric must file tariff amendments, on not less than 14 days' notice, effective October 1, 2026, incorporating the revised Standardized Interconnection Requirements. That notice period was the run-up to the effective date. On October 16 the effective date is behind you. A new Kingston application is drawn against the revised SIR in the Central Hudson tariff, not against the pre-October book and not against a matrix that does not exist.
The ASAP Act was signed May 28, 2026. It is part of why this cost reporting exists. Do not draft extra ASAP duties onto the one-line. The drawing task is the interconnection set, plus a record of the estimate the utility actually gave.
Open the bill before you title the sheet. Orange and Rockland and NYSEG both sit near this geography. If the account is not Central Hudson, this matrix calendar is the wrong one.
Central Hudson SIR cost matrices are a 2027 filing
Each of those utilities publishes cost matrices by March 31, 2027, then updates them annually by March 31 with the Interconnection Technical Working Group. Estimate-versus-actual cost data for the prior five calendar years starts the same day, March 31, 2027. Nothing in that schedule puts a matrix on the portal in October 2026. If a coordinator cannot find unit prices in the application portal, that is the calendar. It is not a missing upload to chase with a second email.
The matrix, when it arrives, is a reference for classes of interconnection work. The Commission did not set a single estimating formula. Use the matrix to compare the CESIR you stored. Do not treat it as a formula you were never given.
Until that March filing, store the CESIR yourself: the issue date, the AC kW and voltage it studied, and the upgrade names it used. Keep that PDF with the one-line revision it matches.
Label upgrade types on this week's one-line
A Hudson Valley one-line drawn this week should label upgrade types so a March 31, 2027 matrix can be compared to the estimate in the CESIR, instead of a lump sum nobody can audit. The label is not a utility form. It is a note on the drawing, written in the utility's own words.
- Put customer equipment and utility upgrades in two separate lists. Inverters, disconnects, and the production meter, if you show one, stay on the equipment schedule. Transformer work, primary conductor, a recloser, or a line extension stay in the utility-upgrade note, and only if the CESIR names them.
- Copy the upgrade name from the study letter. Do not rename a transformer replacement as "distribution work," and do not split a single unnamed lump into parts the letter never listed.
- Keep the studied AC kW, the service voltage, and the town on the same note. A later matrix row is only useful if you can see that it refers to the same class of equipment the study priced.
- Revision-date the one-line to the CESIR you are archiving. If the drawing changes after the study, the note has to say which revision the estimate belongs to.
- If the study says only "distribution upgrades" and gives one number, leave that phrase intact and ask the utility to name the scope. A designer cannot invent the split. Do not redraw the lump as if it were a bill of materials.
A residence in Poughkeepsie and a small commercial roof in Catskill can share this note structure and still carry different lines. One job may name a service transformer. Another may name primary cable only. If no CESIR has been issued, say that on the note and leave dollars off the drawing. Do not send the customer a homemade unit-price table that looks like a matrix Central Hudson has not published.
No cap on overruns, and no formula yet
By January 15, 2027 the utilities file proposals for how they will give a higher-confidence cost estimate when a developer asks. On a job you are drawing in October 2026, that filing has not happened. You cannot quote a Kingston customer a method that is still a proposal due next January. Read the filing when it exists. Do not design as if the Commission has already adopted it.
The Commission did not cap the developer's payment obligation for upgrade overruns. A CESIR total can move. The matrix does not freeze it, and the January proposal deadline does not freeze it either. If a sales conversation treats the study estimate as a ceiling, the one-line is not the document that created that promise. Keep the estimate labeled as an estimate, with its date, in the job folder and on any customer page that mentions it.
Two Central Hudson jobs with the same AC kW can carry different upgrade notes because the feeders are different. Do not borrow an older Catskill figure for a Kingston application. An older figure is not this project's CESIR. Keep the estimate PDF with the drawing, because the five-year estimate-versus-actual data that starts March 31, 2027 does not replace your own file.
What Athol puts in the set before the matrix exists
Athol prepares the interconnection drawings and, when the application calls for it, the New York PE stamp. The installer builds the array. The drawing set is how the CESIR stays tied to a specific project instead of a lump sum.
For a Central Hudson package this month, the title block names Central Hudson and the town, the one-line carries the utility-upgrade note, and the equipment schedule matches the application's inverter model and AC rating. If a PE stamp is required, put it on the revision the study used.
The August 17 order and the drawing practice that follows from it are covered in the PSC interconnection cost order and in SIR cost transparency drawings. Athol's interconnection drawings and PE stamping are the production side of that set. New York solar design is the statewide page if the same installer also has jobs on other New York utilities in the same week. Those jobs do not share Central Hudson's study letter, even when they share the March 31, 2027 matrix date.
Draw the labels now. The portal will not draw them for you, and the matrix will not reconstruct a lump sum after the fact.
