Boston Solar Permit Plans: ISD Checklist for Installers

Boston ISD will bounce a rooftop job for a missing roof-condition report faster than it will bounce you for a slightly tight module gap. If you sell from a shading layout and then scramble boston solar permit plans the week trucks are supposed to roll, you already lost the inspection slot. The city wants a building permit and a separate electrical permit, and the drawings have to support both.

What Boston solar permit plans have to show on sheet 1

Start the cover with the legal address, ward if you have it, contractor license numbers, and which ISD track you are on. Short Form and Long Form are not nicknames. They are different document lists on the city’s own solar page. Put the track in the title block so the reviewer does not have to infer it from the building type.

The live ISD guidance (Boston.gov, solar panel install or replace) splits jobs by system size and building type. Systems under the city’s published “20 kWh” threshold on 1 to 2 family homes may qualify for Short Form. Systems at or above that threshold, or work on 3-family and larger buildings, go Long Form. The city writes kWh, not kW. Do not convert it in a note and hope. [CONFIRM AS OF 2026-09-19]

Sheet 1 also names the utility. Boston is Eversource territory. If the cover says National Grid because someone copied a Worcester title block, the interconnection sketch will fight the permit set before anyone looks at snow load.

Short Form is not a napkin sketch

Short Form still wants a structural engineer’s report confirming roof condition, a sketch or diagram of panel placement, the electrical permit path, HIC license for the licensed builder, and a homeowner waiver plus site-safety affidavit. If storage is on the job, ISD wants engineer-stamped plans showing battery locations, with multiple units at least 3 ft apart per the city’s published ESS notes.

We still draw a real roof plan for Short Form. A “sketch” that omits ridge gaps, vent stacks, and the street-side access path is how you earn a comment that should have been a dimension. If the structural report says 16 in. on-center rafters and the attachment layout shows 24 in., the report and the drawing are not the same job.

Long Form is a design-professional set

Long Form wants stamped, signed, and dated architectural or engineering plans by a Massachusetts registered design professional. Those sheets have to show roof layout and configuration with safe emergency access. Location diagrams, structural support details, and ESS documentation sit in the same packet. The Mattox Higgins affidavit and HIC license are administrative, but missing them stalls issuance the same way a blank north arrow does.

Do not send an unstamped sales PDF on a three-family and argue that “other towns accept it.” Other towns are not Boston ISD. If the building is a triple-decker counted as three family, budget the stamp at intake. Roof plan: fire access before module count

Boston fire-access expectations shape the array. Massachusetts PV fire provisions live in 527 CMR 1.00. For one- and two-family dwellings and townhouses we keep two 36 in. pathways from gutter to ridge on separate roof planes, one of them on the street or driveway side, plus ridge setbacks that grow as the array covers more of the plan-view roof.

Dimension those paths. A hatch labeled “3 ft typical” that is 28 in. when you scale the PDF is a failed inspection, not a drafting style. Call out the ridge gap on both sides of a horizontal ridge. If the array occupies more than about a third of the plan-view roof, the ridge setback usually steps from 18 in. to 36 in. under the one- and two-family rule set. Older triple-deckers and row buildings are why we assume structural review instead of hoping to skip it. Rafter size, span, and existing roof layers belong in the structural note, not in a phone call after the inspector is on the ladder. The attachment layout has to show lag diameter, embedment, edge distance, and the actual rafter spacing from the site survey. Missing dimensions are the resubmittal we exist to prevent.

Historic streets are a second AHJ

Beacon Hill, Back Bay, and the South End are the names that should stop a drafter before the first string is placed. Landmarks review can sit in front of ISD issuance. If the array is street-visible on a local historic property, the roof plan needs the same setbacks and screening story the Landmarks reviewer will hear, not a maxed-out sales layout.

Do not invent a hearing result you do not have. Put Landmarks status on the cover until someone has checked the map. Parks review can appear for work near a park or parkway. Electrical single-line that can survive ISD and Eversource

The electrical sheet is where Boston jobs split into two audiences. ISD wants NEC 690 and 705 callouts, rapid shutdown, labeling, grounding, conductor sizes, and a disconnect a firefighter can find. Eversource wants a Simplified or Expedited packet that describes the same inverters, the same AC kW, and the same point of interconnection. If the permit SLD says a 7.6 kW inverter and PowerClerk says 10 kW because sales swapped SKUs, both desks will make you wait.

Eversource’s Massachusetts interconnection page (current public guidance) puts listed inverter-based systems 25 kW AC or less on the Simplified non-area-network path, with a $0 application fee on that radial path. Area-network and spot-network jobs have extra screens, including the 1/15 of customer minimum load test, and they are not free. Parts of Boston sit on networks. Show the revenue meter, any SMART production meter, the exterior AC disconnect if you are landing one, main breaker size, and real inverter settings. Eversource installer sessions have said not to use placeholders like “MIN 60A.” Put the device you intend to land. Conductor and conduit notes belong on the SLD. Name the rapid shutdown equipment and show it on both the roof plan and the one-line.

Cut sheets, placards, and the QA pass we actually run

Incomplete cut sheets are a Boston classic. Module, inverter, racking, optimizer or shutdown device, and battery if present. The model on the cut sheet has to match the model on the roof plan bill of materials. A “similar” SKU is a comment.

Placard notes are for ISD and for the electrician who will stick them: rapid shutdown, service directory, ESS shutoff. Match 527 CMR 12.00 as Massachusetts has adopted the NEC edition in force. [CONFIRM AS OF 2026-09-19]

Our QA is boring on purpose: missing dimensions, conflicting callouts, incomplete cut sheets. That is where resubmittals come from. We map ISD comments item by item to a cloud revision, so the reviewer can search the response letter and find the bubble on sheet PV-2 instead of reading a paragraph about “updated per comments.”

Building permit, interconnection, PTO: three clocks

A building permit is not permission to operate. After inspection, Eversource still has to issue PTO (permission to operate, sometimes called PPO). Incomplete one-lines and equipment mismatches are the usual stalls. File interconnection while the ISD clock runs, but freeze the equipment list first. Parallel filing with two different inverter models is how you get two deficiency emails in the same week.

Massachusetts interconnection is a DPU tariff process. Use Mass.gov’s interconnection page and Eversource’s current Simplified vs Expedited rules, not a 2024 PDF in a shared drive. Boston jobs use Eversource exhibits from the April 27, 2026 stamp-approved tariff set. [CONFIRM AS OF 2026-09-19]

If the installed array moved, the as-built set has to move with it before you ask for PTO. Athol’s as-built drawings exist for that closeout, not as decoration.

Intake that keeps a Boston date

Send the site survey or photos with rafter spacing, the equipment list, the ISD track you think you are on, utility account details, and any Landmarks or HOA constraint. Incomplete intakes get a checklist from us instead of a stalled draft. Rush lanes exist when an inspection failed or an interconnection window is closing. They do not exist to invent a structural report overnight.

Volume partners can reserve weekly drafting bandwidth. If you need the PE coordinated on the same desk as permit design and the interconnection file, that is the point of one queue.

Installer questions we get on Boston jobs

Does every Boston house need a Massachusetts PE seal?

No. PE stamp is not always required in Massachusetts. Boston Short Form still commonly wants a structural engineer’s roof-condition report. Long Form on 3-family and larger buildings asks for stamped design-professional plans with emergency access shown. We flag the likely path at intake rather than surprising you two days before inspection.

Can we energize after ISD final?

No. PTO is the utility’s written authorization. The town card is the AHJ close. Mixing those sentences in a customer email is how you get a system turned on without Eversource’s letter.

What about batteries in a basement?

Boston’s published ESS notes point at 780 CMR, 527 CMR 1.00, and 527 CMR 12.00, with UL 9540 listing, location limits, and 3 ft separation unless the listing says otherwise. Draw the batteries.

Do you file Eversource for us?

Yes, when that is in scope. The application has to describe the same equipment as the permitted set. We will not file a Simplified sketch that contradicts the ISD roof plan.
